A 14-year-old teenager from Volgograd, accused of planning an attack on the school, was diagnosed with behavioral characteristics. In this regard, he was at home for more than a year, Nina Boldyreva, Commissioner for Children's Rights in the Volgograd Region, told RT.

Parents on the side of the son

According to the children's ombudsman, the boy’s father turned to her with a request to monitor the observance of the rights of his son.

“Parents are very worried. They say that the boy did not want to harm anyone and explain the manufacture of IEDs as a desire to have fun. Of course, they are on the side of the son, ”Boldyreva explained.

She also denied that the teenager was raised without a father. According to the Ombudsman, the boy grew up in a complete family and was not on preventive care at the juvenile commission.

“The boy is home. He spent more than a year at home schooling, as he has behavioral characteristics and an official medical diagnosis, ”Boldyreva said.

Earlier, RT talked about the detention of a 14-year-old schoolboy in Volgograd. The teenager is charged with illegal production of explosives and explosive devices (part 1 of article 223.1 of the Criminal Code of the Russian Federation), as well as preparation for the killing of two or more people in a generally dangerous way (part 1 of article 30, paragraphs “a”, “e” h. 2 Article 105 of the Criminal Code).

It was reported that during a search in the teenager’s apartment, improvised explosive devices, components necessary for their manufacture, 18 Molotov cocktails — the so-called Molotov cocktails, and a notebook with handwritten instructions for making IEDs were found.

By a court ruling on June 12, the teenager was arrested for two months.

According to Boldyreva, he is in solitary confinement in a pre-trial detention center and so far cannot see or communicate with his relatives on the phone.

“Parents are worried about the conditions of his detention, but so far we do not know if he has specific complaints. We will turn to the FSIN with a request to provide the child with additional psychological and medical assistance, ”added Nina Boldyreva.

The student faces a real term of imprisonment, as he has reached the age of criminal responsibility for serious crimes.

“At the same time, the boy cannot be given more than ten years, since he is a minor,” said the Ombudsman. “If he is found guilty, then his parents can be held administratively liable, as they were required to conduct parental control over him.”

The interlocutor did not confirm or deny information about the name of the teenager. According to local media, we are talking about a student at school number 61. The young man allegedly was a member of a number of youth communities and called himself punk. RT tried to contact the administration of the institution, but they refused to comment on the situation.

Could be accomplices

As follows from the official report of the TFR, the teenager himself stated that he did not plan an attack on the school.

“According to the minor, he planned to use all this (IEDs and“ Molotov cocktails. ”- RT ) for entertainment purposes only - to put them into action in the beams and wastelands of Volgograd, but the investigation has reason to believe that the goal was an educational institution, and the school employee and one of the students with whom the teenager had a conflict, as well as other persons, should become the victim, ”the agency’s website reports.

During the investigation, witnesses were questioned who told where exactly the student tested his home-made devices. There, it was possible to detect unexploded IEDs, as well as the damaging elements of powered devices.

Investigators do not rule out that the suspect could have accomplices.

The investigation of this criminal case is ongoing, it was taken over by the prosecutor of the Volgograd region. “As part of the supervisory review, the agency will also evaluate the actions of the authorities for the prevention of neglect and juvenile delinquency in the prevention of such crimes,” the agency explained to RT. 

Since the beginning of 2020, according to media reports, a number of attacks on schools, which, according to the investigation, were planned by teenagers, were prevented. We are talking about institutions in the Tyumen, Kostroma, Chelyabinsk, Saratov, Sakhalin regions, the Krasnoyarsk Territory and the Republic of Crimea.

Nina Boldyreva believes that reports of prevented attacks have become more frequent as society faces new dangers for children.

“The point is not that law enforcement officers began to report such incidents more often. This is a new problem for our teens. From my own experience, I can say that very often schoolchildren themselves are not interested in such dangerous topics as explosive devices and do not start planning attacks on schools themselves - adults send and provoke them through social networks, ”the children's ombudsman summed up.
