Yue Zhongming introduced that this meeting will continue to consider the draft law on public officials' administrative punishment, the revised draft of the Archives Law, and the revised draft of the People's Armed Police Law. Among them, a series of amendments to the third review of the draft law on administrative punishment of public officials are proposed:
—— Clarify the effective time of the decision on administrative punishment, and stipulate that the decision on administrative punishment shall take effect from the day it is made.
——Connected with the reform of the basic pension insurance system for staff of institutions and institutions implemented since 2015 to protect the legitimate rights and interests of public officials.

Yue Zhongming also introduced that the draft law on the promotion of rural revitalization and the draft law on the guarantee of retired soldiers will be submitted to this meeting for the first time for consideration.
The draft of the Law on Promotion of Rural Revitalization implements the policy decisions of the Party Central Committee and the policy measures to promote the implementation of the strategy of rural revitalization. It clarifies the goals, requirements, basic policies, basic principles and working mechanisms of rural revitalization. Measures for protection, organization construction, urban-rural integration, etc. are provided to support and promote rural revitalization, and promote the comprehensive upgrade of agriculture, the overall progress of rural areas, and the comprehensive development of farmers.
The first draft of the Law on the Support of Veterans is to clarify the basic principles and working systems of the work of retired soldiers and the rights and obligations of retired soldiers. The second is to regulate the transfer and reception of retired soldiers, stipulate the registration procedures, file transfer, and household registration of retired soldiers, and improve the military-ground connection mechanism. The third is to clarify the resettlement methods for retired soldiers such as retirement, job transfer, demobilization, monthly retirement payment, self-employment, job arrangement, and support. The fourth is to make provisions for the education and training of retired soldiers and employment and entrepreneurship, improve the education and training before retirement, and strengthen employment support. In addition, the draft also provides for preferential treatment, praise, supervision, management and legal responsibilities.
"In December 2019, the forty-fourth meeting of the Standing Committee of the 13th National People’s Congress passed the NPC Standing Committee’s 2020 legislative work plan in principle. According to the working procedures, it is necessary to follow the spirit and representatives of the Third Session of the 13th National People’s Congress Comments suggest that the plan should be adjusted." At the same time, it plans to make arrangements for the publicity of the Civil Code and the work of popularizing laws.
"In addition, the delegates proposed other legislative projects involving emergency response to major public health events, doing a good job of "six guarantees and six stability", optimizing the business environment, deepening reform and opening up, strengthening grassroots governance, and national security.
