"We have found indications that representatives of the supplier communicated with or received information from employees in Region Skåne at times when such communication or information sharing must not occur and this is both inappropriate and in our opinion contrary to LOU".

This is what PWC writes in its report that was announced on Tuesday afternoon.

Inappropriate behavior

The results of the investigation reinforce the suspicions that suppliers' representatives may have promised or provided benefits to employees in Region Skåne.

“Our assessment is that there are both suspicions of crime but also inappropriate behavior from a few employees in Region Skåne vis-à-vis Region Skåne as an employer. The employees' conduct and connection with a supplier, both during and after the procurement, makes it impossible to exclude that the employees in question have had their own gain and incentive to influence the procurement and unduly favor a supplier, ”the report states.

Right to stop Care Express

The investigators believe that it was the right decision by Region Skåne to interrupt the collaboration with the supplier Innovation Innovation in connection with the discovery of the suspicions of irregularities in the procurement.

The independent review was commissioned by Region Skåne on February 14, 2020, after SVT examined the procurement and the tool Fördexpressen, which the region purchased both to Region Skåne and the Västra Götaland region to a maximum contract value of approximately SEK 1 billion. 

The Region of Skåne had the Council report to the police

The report states that PWC recommends the region to report to the police:

"Due to the suspected irregularities and undue promotional elements identified in our investigation, we have recommended Region Skåne to submit a police report and inform the police of our detailed observations."
