In this context, on March 16, this year, the Supreme People’s Procuratorate, the Supreme People’s Court, and the Ministry of Public Security jointly issued the “Guiding Opinions on Handling Criminal Cases Related to Manhole Covers”, focusing on current crimes related to manhole covers. , The crime of destroying the manhole cover and other crimes is inaccurate, the crime and punishment are not suitable, the manhole management department neglects, neglects to perform supervisory duties or is not investigated for criminal responsibility, etc. This type of crime is aimed at cracking down on criminal acts involving dereliction of duty and dereliction of duty.
"In the process of formulating guidance, we have investigated the situation of manhole-related cases in recent years." Yuan Ming, director of the Second Procuratorate of the Supreme People's Procuratorate, said that from the collected cases, only the nationwide construction of manholes in 2019 There were 155 cases of casualties caused by improper management and maintenance and 16 deaths.
There are four main reasons for the accident: the unevenness of the manhole cover and the ground (49 cases, about 31%); the missing manhole cover (54 cases, about 35%); the aging, damage and deformation of the manhole cover (23 cases, about 15%) %); the manhole cover is loose and misaligned (18 pieces, about 12%).
"The frequent occurrence of such accidents has a complicated ownership relationship with the manhole cover. On April 28 this year, after conducting a thorough study with the Ministry of Housing and Urban-Rural Development, Procuratorate No. 4 was born.

"We will effectively supervise the implementation of the main responsibility of the property rights unit and further strengthen the supervision responsibility of the urban management departments around the country.
