China News Agency, Beijing, June 16 (Li Jingze) Chinese Academy of Social Sciences, Chinese Integrity Research Center, and Social Science Literature Publishing House jointly issued the "Anti-Corruption and Promoting Integrity Blue Book: China Anti-Corruption and Promoting Integrity Construction Report No. 9" (hereinafter referred to as "Blue Book" "). The Blue Book points out that China's punishment of duty violations and crimes presents six new characteristics.

  The Blue Book believes that after China's overwhelming victory in anti-corruption, the intensity of punishment for crimes committed by the office has not weakened, and the high-pressure situation has not changed, showing six new characteristics:

  First, the number of petitions, the number of cases filed and the number of punishments started to decline. Compared with 2018, all three data in 2019 have declined.

  Second, the number of active cases has increased substantially. In 2019, there were 10,357 people voluntarily surrendering across the country, and "voluntarily surrendering" surged into a new feature of anti-corruption.

  Third, the non-prosecution rate and the drop-out rate both declined. This illustrates the benign development trend of the convergence of supervision and inspection, to a certain extent, it shows that the quality of the case handling by the supervisory committee is rising, and the effect of supervision system reform is constantly being released.

  Fourth, the intensity of punishment of duty violations and crimes has not been reduced. In 2019, procuratorial organs across the country accepted a total of more than 20,000 people transferred by the supervisory committees at various levels to review and prosecute duty crimes, a year-on-year increase of over 80%.

  Fifth, anti-crime and anti-evil campaigns have been carried out with great intensity. The national disciplinary inspection and supervision organs filed and investigated and dealt with 38,000 cases involving black and evil corruption and "protection umbrellas", sanctioned 32,000 people for party discipline and government affairs, and transferred more than 4,900 people to the prosecution organ for suspected crimes.

  Sixth, the effectiveness of pursuing escape and stolen goods has become more obvious, and international cooperation has been deepened. In 2019, China, together with representatives of relevant countries, international organizations, and business academics, jointly launched the "Beijing Initiative on the Clean Silk Road"; the National Supervision Commission and the United Nations Office of Drug Crime signed a memorandum of understanding on cooperation against corruption.

  The Blue Book evaluated the information disclosure status of 31 provincial discipline inspection commission websites in 2019. The results show that the top ten scores are: Gansu, Anhui, Inner Mongolia, Hainan, Guizhou, Hunan, Jiangxi, Sichuan, Hebei, Fujian, Among them, Inner Mongolia, Hainan, Sichuan and Fujian have made significant progress, rising by 18, 16, 16, and 9 places respectively.

  The Blue Book also pointed out that in the cases of academic misconduct exposed by the media since 2018, there have been some group and team-type academic misconducts. There is a certain relationship between the parties involved, and even cooperation in the form of teams is used for academic fraud.

  It believes that compared with individual academic misconduct, team-based academic misconduct is more harmful to research integrity and academic ecology, and it is more difficult to investigate and deal with, which deserves attention. (Finish)
