These are the four main proposals illustrated by the general manager of the Italian Banking Association, Giovanni Sabatini, to the States General of the Economy.

Sabatini underlined the importance of the "stability of the measures" and explained: "The legislative changes and any incentives must be of certainty and stability over time, in order to create positive expectations and give the possibility to potential users to plan their investments and being able to count on maintaining any concessions for as long as necessary. All accompanied by ex ante and ex post impact assessments of the measures implemented ". "A third element is the rapid availability of all the relevant legislation (avoiding the exhausting wait for implementing decrees before being able to use the measures and posthumous publication of interpretative circulars that modify the terms)", said Sabatini.
The ABI for business support proposes to "further strengthen the resources provided by the Central Guarantee Fund for SMEs" and "expand the State guaranteed resources in favor of CDP to provide guarantees to banks on portfolios of loans disbursed in favor. of companies ".

For the strengthening of the balance sheet, we ask you to "foresee, as an emergency measure, the temporary suspension of the accounting rules on depreciation and amortization both for tangible and intangible assets to reduce the risk that the provisions worsening the company results increase the level of losses "and" to encourage investments by the market in their capital, eliminating obstacles to the rapid flow of bank credit to the economy ".

For SMEs, the ABI also requests "forms of targeted support in relation to the development of know-how, greater networking opportunities and market visibility (both for access to financial markets and international value chains), support in accessing online sales ".

For the support of labor productivity and the development of human capital, the proposal is "to facilitate better for both workers (tax side) and employers (contributory side) the result wage, reducing the tax / contribution wedge", in addition to "introducing similar measures for wage increases defined by national collective bargaining" and "developing effective support measures for" long life learning ", to accompany the" new normal "in work, professional development and profound changes in the organization of work ".

On the structural reform front, the ABI focuses, inter alia, on "making civil justice more efficient" and "closing the infrastructure gap". Then he asked to intervene on the tax authorities "reducing the overall pressure, acting as a priority on the income from work and business" and "simplifying the tax system and fighting tax evasion by allocating the revenue to the reduction of taxes". Other proposals also include strengthening the health system and investing in knowledge.
