  According to reports, at the time of the incident, Brooks, a 27-year-old black man, was asleep in the car while queuing in the drop-off service lane outside a hamburger fast food restaurant, hindering the rear vehicle from moving forward. After receiving the report, the police arrived at the scene and conducted an alcohol test on Brooks. Because the test failed, Brooks tried to resist the arrest when the police arrested him.
