In seven days the alarm state ends. Spain comes out of this exceptional situation on the 21st to start another stage. It does not return to normal because the coronavirus has changed us so much that this term is no longer useful. What there will be is a new normality of coexistence with the virus that leaves practically all the weight of the post-health crisis in the hands of the communities. It is the hour of the autonomous presidents. The guardianship of the Government ends , which will exercise only coordination tasks or will act exceptionally in the event of possible outbreaks. The autonomies return to dictate their rules. And they all repeat the same word: prudence.

As of Monday, as the last extension establishes, all the regions in Phase 3 can establish their own rules and even propose the step-by-step of what the government calls «New Normality». Galicia did it on Friday and from tomorrow it will be the first autonomy to complete the de-escalation. In the Xunta brandish epidemiological data (the number of infections is 10 times lower than the average of Spain ) justify this step. But they maintain restrictions, such as a maximum capacity of 75% in stores, shopping centers, hotels and restaurants, and Alberto Núñez Feijóo continues to demand caution in national mobility.

As of Sunday, June 21, when the state of alarm expires, Spaniards can circulate throughout Spain. It does not matter in which phase are cities like Madrid and Barcelona , the most affected. This circumstance causes great concern in some barons, who fear that the exodus of people from Madrid or Barcelona on vacation could lead to new infections. Leaders of the PP and the PSOE, from communities bordering Madrid or coastal coincide in this concern.

In an interview yesterday in La Ser, the Galician president announced that he will ask Pedro Sánchez today "for a rule that allows the mobility of certain territories to be prohibited if the number of infections is still high." "What happens if Madrid or Barcelona are not in a position to raise the state of alarm?" He clarified.

Like Feijóo, the President of Castilla y León , Alfonso Fernández Mañueco, calls for "a legal framework that allows mobility control and a more efficient response, with greater agility and greater flexibility". Mañueco, in fact, has asked the Ministry of Health to leave the provinces of Salamanca, Ávila, Segovia and Soria in Phase 2 from Monday, precisely because of the proximity to Madrid.

The revelation of the proximity to the capital also affects Castilla-La Mancha . "We are concerned about connectivity with Madrid," say sources close to Emiliano García-Page. Since March 9, they remember, when the schools in this community closed, "we received 300,000 Madrid residents." But they understand that at some point you have to get out of the state of alarm, the only figure that, the Government has repeated, allows limiting the constitutional right of free movement. The same sources highlight the paradox now that PP autonomies ask to control mobility when this party has voted in Congress against the last two extensions of the alarm. "Contradictory," they point out.

Castilla-La Mancha , despite being in Phase 3, which allows movement between provinces, has only authorized it between Cuenca and Guadalajara . On Monday or Tuesday it will approach with Health if it extends it to the rest of the territories. Like many other autonomies, the Page Executive advocates caution. He assures that when the 21st reaches New Normality he will not approve opening measures and gives as an example the regulation that they have already made on swimming pools. Instructions have been issued to open them but the municipalities will decide whether or not to do so.

In Murcia, the Government is finishing off "a plan" for this new stage that will try to cover "all possibilities" in case there is a regrowth, and will establish action protocols for "bars, restaurants, shops ... for all sectors", they detail sources close to Fernando López Miras. The Murcian president also puts the focus on the control of movements. Always remember that the first 98 cases of coronavirus in your community came from Madrid , the Valencian Community or Italy .

A ndalucía wants to prioritize tourism, so it does not see with a bad eye the return to mobility in the "finalist" sense. But it does want to limit the large mobilizations of people who are only in transit. In Aragon they defend their model of more permissiveness in rural areas than in urban ones. "Municipalities with less than 1,000 inhabitants are almost normal and the rest with adequate prudence", indicate from the team of Javier Lambán. Like Galicia, they could advance to New Normality throughout this week and, in fact, Lambán has spoken with the presidents of La Rioja and Navarra to allow mobility during these days, but they explain that they most likely meet the deadlines and wait for the 21st. "We want to be cautious, we have activated individual responsibility campaigns and a bar in Zaragoza and a town, Boquiñeni, have been sanctioned for not respecting the capacity."

The Government of Asturias is also in favor of exhausting the state of alarm until the end. In the circle of Adrián Barbón, they point out that "the criterion has always been to move forward with confidence, without taking false steps that could provoke outbreaks." As proof of this, they remember that they have given up applying for mobility with Galicia and Cantabria , after considering the possibility of opening a kind of "Northern corridor", since all the Cantabrian communities are in phase 3. Barbón had discussed this with Feijoó, María Chivite and Miguel Ángel Revilla. But the two new outbreaks in Basurto and Txagorritxu , in the Basque Country , have led most of those regions to desist. In Asturias, this "prudence" is exemplified by the fact that discotheques and nightclubs are not allowed to open. And like other regions they are concerned about mobility from 21 "between communities with very different epidemic situations, which pose a certain risk of contagion," they warn.

At this point the dividing line between the autonomies of the PP and the PSOE, which has been visualized in the Sunday meetings of the Conference of Presidents , is blurred. Discotheques and nightlife venues are authorized to a third of their capacity, the terraces at 100% keeping two meters away and outdoor events for up to 800 people.

Control of the epidemic and dependence on tourism are driving an advance that is already a reality in the Balearic Islands. Tomorrow a safe tourist corridor from Germany to the Islands is released, which exempts travelers from the obligation of quarantining. The arrival of tourists to Spain is not scheduled until July 1, despite the EU recommendation to do so from June 15.

In the Canary Islands , on the other hand, they want tourists to arrive with a negative test done 72 hours before the trip in their countries of origin. If they do not succeed, they consider doing it as a requirement to land on the Islands.

Each autonomy prepares its rules, after a general decree from the New Normal Government. The Executive is now trying to ensure that there is a minimum of agreement between all of them and this has already been stated by the Minister of Health.

Three months of crisis, a heterogeneous map

Basque Country. Inigo Urkullu (PNV) . Outbreaks in two hospitals threaten the end of the de-escalation just one month after the 12-J elections, the worst time for the regional leader pampered by Sánchez.

Catalonia. Quim Torra (JxCat and ERC) . He has not ceased his sovereignist challenge, trying to stand out, between turns and despite leading one of the regions with the most deaths from Covid-19.

Galicia. Alberto Núñez Feijóo (PP) . It is the first region to move from tomorrow to the so-called new normality, an achievement that Feijóo will use as an argument in the July 12 elections.

Andalusia. Juanma Moreno Bonilla (PP) . Together with the Valencian Community and Madrid, he questioned the government's objectivity in the first sieve, when Malaga and Granada were left out of Phase 1.

Principality of Asturias. Adrián Barbón (PSOE). It acts with caution and is in favor of exhausting the state of alarm. It has stopped the plan to open a corridor in the north due to the outbreaks that arose in the Basque Country.

Cantabria. Miguel Ángel Revilla (PRC) . He handed out napkins as masks and censured the expert committee. Less prudent than Barbón, Revilla sees "almost certainly" that on Friday it will be possible to circulate between the Basque Country and Cantabria.

The Rioja. Concha Andreu (PSOE) . The first community through which the Covid-19 spread, and one of the most affected, follows the same cautious path of Asturias and Navarra and postpones the opening to neighboring regions.

Murcia region. Fernando López Miras (PP) . Suspicious at the start of the pandemic due to the arrival of Madrid residents to their second homes, they evolved without further setbacks than the outbreak that Totana isolated.

Valencian Community. Ximo Puig (PSOE) . It was angry and denounced a lack of transparency when the Government did not let them pass to Phase 1, but then it was the only region that chose to stay at that point.

Aragon. Javier Lambán (PSOE) . Another critic with the de-escalation, adapted the plan prioritizing the rural environment over the cities. His Health Counselor resigned over an unfortunate word about the doctors.

Castilla la Mancha. Emiliano García-Page (PSOE) . Marked by the dance of official figures and the record of deaths in Tomelloso and in residences, Page has been the most belligerent PSOE baron with Sánchez.

Canary Islands. Ángel Víctor Torres (PSOE) . Along with the Balearic Islands, it has been the outpost of the de-escalation, with pioneering islands entering Phase 3. Now it is focused on controlling outsiders: it wants to test all tourists.

Navarre. María Chivite (PSOE) . Another region that has put a sanitary cord to the Basque Country, despite benefiting from Sánchez's negotiations with the PNV and receiving a favorable treatment on the minimum income.

Estremadura. Guillermo Fernández Vara (PSOE) . Also touched by the management of the pandemic in the residences, it will not come out of the state of alarm or abandon Phase 3 until next Sunday.

Balearic Islands. Francina Armengol (PSOE). It will be the first region to open, starting tomorrow, upon the arrival of Germans, in a pilot plan that will mark the opening of borders scheduled for July 1.
