During the epidemic prevention and control period, a new mode of shared employees was born in many migrant workers' concentrated employment industries. As more and more enterprises and industries return to normal, can the shared employment model continue? The reporter learned from the interview that some of the shared employees have returned to their original positions, while others have temporarily stayed. Industry insiders pointed out that there are thresholds for sharing employees, and it is still difficult to open and share high-end positions. Experts believe that the key to the sustainability of shared employment is to rationalize the relationship between workers and the lending unit and the lending unit, and to allocate them reasonably.

During the severe situation of epidemic prevention and control, the shared employee model originated in the catering industry and the new retail industry has aroused widespread concern in the society. For many migrant workers, it is a good choice to be loaned to a new enterprise when they are "off-duty", which not only keeps their original jobs, but also picks up the "new rice bowl" to earn income.

With the continuous resumption of production in all walks of life, many shared employees have returned to their original positions. Can the shared employment model continue? Where is the next station? "Worker Daily" reporter conducted an interview and investigation.

  Borrowed construction worker

"This is my first time in Shenzhen, but I was borrowed." For the migrant worker Ma Yibing who is engaged in waterproofing, the return to work after the Spring Festival this year is a bit different from his previous years-his destination was not originally in Zhuhai, Guangdong. On the construction site is the Shenzhen-Shantou Special Cooperation Zone located at the eastern gateway of the Guangdong-Hong Kong-Macao Greater Bay Area.

The 49-year-old Ma Yibing, like many construction workers, runs around the country year after year with each project. For a period of time after the Spring Festival, some project sites temporarily suspended work, pointing at "working a day and earning a day's wages", worried that he might not be able to work occasionally. At this time, the EPC general contracting project of the Shenshan Bay Zhiyuan and Science and Technology Park projects of China Construction Third Engineering Bureau, which needed work, sent him an invitation-"Come on our project".

On February 26, Ma Yibing and 51 fellow workers arrived in Shenzhen on a point-to-point free bus, and began to concentrate isolation in preparation for resumption of production. On March 15, he officially took up the post at the Shenshan Bay project. It is reported that the workers who came with him were borrowed, and they were also the fifth batch of shared employees deployed from various construction sites in the Pearl River Delta.

Since the resumption of work, in order to alleviate the difficulties such as the shortage of construction personnel, Ma Yibing’s project coordinated through the internal engineering of the China Construction Third Bureau, and deployed more than 5 batches of shared employees with a total of more than 500 people from the field to the Shenshan Special Cooperation Zone for short-term participation Project construction, mainly engaged in waterproofing, integrated pipelines, hydropower installation and other work.

It is understood that employees who originally worked in catering companies such as Yunhai Cuisine and Xibei joined the new retail industry such as Hema Xiansheng during the shutdown, and shared employees began to take advantage of this. Since then, many migrant workers have concentrated on the labor industry to test the water and share the employees' employment methods.

"This has brought more income to our workers and shortened the duration of the project, and we have achieved two benefits with one stone." Ma Yibing agrees with the flexible shared employment method.

  Borrowing is just the beginning

"We are coordinated by the company. In Shenshan Bay, we mainly make garage roofs and shear walls. It is a bit different from the previous materials-based in Zhuhai, but the skills are the same." Ma Yibing said. From Zhuhai to Shenzhen, he is still skilled in still relying on "housekeeping skills" to pick up his rice bowl, and is not worried about the strange working environment.

However, for more “idle” employees, due to information asymmetry, epidemic prevention and control needs, etc., they cannot receive the “olive branch” thrown by companies that demand workers.

Li Xiaorong, who came from his hometown in rural Sichuan, worked for a restaurant chain restaurant in Beijing, but did not return to his hometown during the Spring Festival holiday. After the holiday, she was in a grotesque shop, and then closed for business. She said: "Sharing is a good way. I also want to find some work in my spare time, but I find it is not easy to operate. I mainly do not know where the recruitment channel is, and I am worried about the inappropriate time."

In fact, being borrowed is just the beginning. Short-term training, practical work, salary and benefits are all issues that employers and workers need to consider.

In the view of Wang Haihong, the human partner of the Second World War Zone of Yonghui Supermarket Co., Ltd., there are three problems in sharing employees, such as the source of employees, the safety of labor, and how to improve the efficiency of employees. In terms of labor safety, which is widely concerned by the society, companies have adopted methods such as purchasing employer liability insurance, accident insurance, and signing flexible labor contracts for employees.

"In addition to wages, social security and welfare, safety is particularly important during the epidemic." During the return period, Ma Yibing's isolation, testing, protective materials and other expenses are all borne by the project. He said, "The project has been well prepared for epidemic prevention and control. Just be sure."

It is worth noting that people in the industry also pointed out that there are thresholds for sharing employees. Not every position and every worker can achieve "perfect docking", and it is still difficult to open and share high-end positions. Previously, most of the shared employees who worked in Hema Xiansheng were engaged in basic businesses such as shop arrangement, warehouse arrangement, and packaged goods, and did not involve more difficult distribution and other work.

Where to go for shared labor

As more and more enterprises and industries return to normal production order, where will shared employment go?

According to an interview with reporters, some shared employees returned to their companies and jobs after leaving. Chong Xiaomeng, a member of the Hema Public and Customer Communication Department, said in an interview with the media, "As many companies resume work and resume production, as of the end of February, more than 900 people have left Hema and returned to the original company."

On June 7, the reporter learned from the Hema Xiansheng Beijing Shilibao store that the employees of the catering industry shared in the store had already returned to their original positions. Most of the employees working in the store are full-time employees.

Some people stayed temporarily. Recently, Ma Yibing often travels between two construction sites. "The time on the way back and forth is also counted as normal working hours, with wages. The welfare benefits of the new construction site are good, and the management staff on the project also take care of the workers. The atmosphere is pretty good."

"The emergence of shared employees is based on the objective needs of the epidemic period and is the choice of the market." Song Yanhui, director of the Labor Law Teaching and Research Section of the China Academy of Labor Relations Law, pointed out in an interview with the Worker Daily that shared employees are a flexible way of employment.

"The key to shared employment is to straighten out the relationship and rationally allocate." Song Yanhui said that the emergence of shared employment methods during the epidemic provides the market with an idea that will become one of the solutions to the employment problem. "If you want to continue to develop, you need to straighten out the relationship between laborers, lending units and borrowing units, and achieve equal rights and obligations so that multiple parties can benefit." She pointed out that more Practice, observe the development of shared employment, find out the actual problems and solve them in a targeted manner.

In Ma Yibing's view, shared employment is indeed a very fashionable vocabulary, but for migrant workers like him, "I just want to do work, income, and security every day."

Is "shared employees" going to stay? Some companies have said that they have always had a demand for workers, whether they want to stay depends on the wishes of their employees; others have said that after the peak period of employment, they no longer need too many employees, and "sharing" is not a long-term plan. Lawyer Yao Junchang, a partner of Beijing Weiheng Law Firm, suggested that the three parties of the loan, borrow and borrowed employees should make a clear agreement on the specific issues of the secondment period, salary standards, personal injury compensation and so on, and sign a tripartite agreement to ensure the rights of all parties Responsibility is clear.
