The new National Defense directive, signed this morning by the Prime Minister, already contemplates the new stability risks derived from the effect of pandemics, such as the one we suffer with the coronavirus, climate change and fake news. And alert to situations of social conflict that may arise from these situations, as happened during the last economic crisis.

"The Covid 19 crisis has turned perceptions of security in Europe and how to manage it," the document said. "The preparation of the Armed Forces personnel and the acquisition of capabilities that allow collaboration and support to civil authorities will be promoted, especially in crisis and / or emergency situations."

In the text, the directive warns that 'certain undesired consequences of globalization have caused frustration in broad layers of the population in many countries. Frustration translates into demonstrations, sometimes violent, of rejection of established systems, 'the text indicates. "The change from a dynamic of negotiation and agreement to one of competition and confrontation, has not yet translated into major armed conflicts, but it is bringing that possibility closer."

It points to the need to shield digital networks, the protection of 'private data' and the field of information ', referring to the use of fake news by' potential adversaries' who seek to destabilize.

"Secure network access and the protection of private data in general in cyberspace is a key element in security in the 21st century."

Among the general lines and objectives, the directive points out that in the field of prevention and 'comprehensive response to global threats, intelligence acquires special importance - reinforcing the capacities of the National Intelligence Center and promoting the coordination of activities of the organs of intelligence, performance in cyberspace and responsible management of public information. '

'The scenarios of action of the Armed Forces have increased in complexity since the publication of the last directive. The use of strategies that combine conventional procedures with others of an asymmetric type, leads to a framework of intense confrontation in cyberspace and in the information environment. The use of force is accompanied by psychological campaigns, aimed at discrediting one's actions and sowing confusion in public opinion. In cyberspace and in the field of information, it is common for some adversaries to mask their action and maintain the application of their strategies within a gray area, located below what they have identified as our response threshold '.

This new directive also points to the action that from Defense areas should also be considered in the face of climate change.

Faced with the management of the consequences of climate change, 'the integration of capabilities and efforts will be pursued, military personnel such as those of the Military Emergency Unit, and civilians, increasingly and fully in tune with the objectives and principles of the 2030 agenda "There are now challenges that no country can manage on its own. This is the case of the consequences of climate change that, part of its direct impact in the face of natural disasters, also affects the livelihood of the population in some regions, fostering conflict and forcing massive migrations.
