The Council of Ministers has approved the so-called Family Act, a bill with "delegations to the government for the adoption of the universal allowance and the introduction of measures to support the family". The bill was approved in full and, therefore, without excerpt from the universal check.

The President of the Conte Council together with the ministers Bonetti and Catalfo as well as illustrating the news of the Family Act to the press, has announced that he has signed a new Dpcm. The provision provides that all measures are applied universally to households with children, according to progressive criteria based on the application of indicators of the equivalent economic situation; another cardinal principle is the social value recognized for the educational and learning activities of the children, with tax breaks, deductions and deductions or a sum of money tied to the purpose; promoting gender equality in childcare and childcare; the enhancement of the services offered to support the family, with organizational, communication and simplification measures that facilitate their access. The draft of the provision provides for delegations for the reorganization of support measures for the education of sons and daughters; for the discipline of parental and paternity leave; to encourage the work of mothers and the harmonization of the times; to encourage autonomy and youthful leadership.

Leave and universal allowance for children
Support parenting, the social and educational function of families, combat denatality, enhance the harmonious growth of children and invest in youth, as well as to encourage the reconciliation of family life with work, especially women . All this is the Family act, which is expressed through the multiple aspects of family life

The bill is made up of 8 articles : in the first, the guiding principles and guiding criteria of all the reform that will be implemented with the delegated decrees are foreseen. The delegations for specific areas of competence are provided for in articles 2, 3, 4 and 5 and 6. In article 7 an identical procedure is regulated for the adoption of all the legislative decrees envisaged in the delegation, except for the delegation contained in the Article 3, concerning the reorganization of support measures for the education of children, for which the agreement of the Unified Conference is foreseen, pursuant to Article 3, of Legislative Decree 28 August 1997, no. 281.

For all decrees, however, the transmission to the competent parliamentary committees is foreseen for the profiles of competence. Here is a summary of the aspects of the bill.

Universal allowance - The allowance is monthly and will be paid from the seventh month of pregnancy until the age of eighteen of each child, with the exception of the daughter or disabled child for whom there are no age limits, through a sum of money or through the recognition of a tax credit, to be used in set off. In the case of children following the first, the allowance will be increased by twenty percent, as well as in the case of a disabled daughter or son.

Parental leave - There is a minimum period of not less than two months of parental leave that cannot be transferred to the other parent for each child. It also provides for a mandatory leave period of not less than 10 working days for the father worker in the first months of the child's birth and that the right to leave is granted regardless of the marital or family status of the working parent; a paid leave of at least 5 hours in the course of a school year for interviews with the teachers of the children; provision is made for the introduction of flexible methods for managing leave, compatibly with the needs of the employer and within the relevant competence, with the forms established by collective bargaining applied to the sector; a minimum duration of 2 months of non-transferable leave is provided.

Incentives for female work - Introduces the supplementary allowance of 30% of the salary for working mothers paid by INPS, for the period in which they return to work after the mandatory leave; the deductibility of babysitting expenses taking into account the Isee; the gradual modulation of the remuneration received by the worker in the days of abstention in the case of illness of the child; incentive forms for employers who establish flexible working methods; it also requires that parents of children under the age of 14 be recognized for agile work; a portion of the Guarantee Fund for small and medium-sized enterprises, for the start-up of new female start-up companies and support for the first two years.

Autonomy and youthfulness - Provides support to families, through tax deductions of the expenses incurred for the purchase of university books for each dependent child, enrolled at the university, who does not enjoy other forms of support for the purchase of texts university; support for families, through tax deductions of expenses relating to the rental contract for homes for adult children enrolled in a university course; support for young couples, made up of both subjects aged 35 and over, through tax breaks, for the rental of the first home.

Childhood - as part of the reorganization of support measures for dependent children, a voucher is provided for the payment of nursery school fees and other childcare services as well as the birth allowance.

The bill commits the government to introduce tax benefits and also to put order in the deductions for sons and daughters. Among the objectives: to support the expenses incurred for school trips , annual registration and subscription to sports associations, gyms , swimming pools and other structures and sports facilities for sports, language and art and music courses ; the purchase of tickets for theatrical and cinematographic performances and other live performances , books, entrance to museums, exhibitions and cultural events, monuments, galleries, archaeological areas and natural parks; support interventions "with contributions" which "can also cover the entire amount of fees relating to the frequency of public and private nursery schools, family day nurseries, microns, spring sections and kindergartens, as well as for the introduction of forms of support at home for children under the age of six.
