The lifting of borders is a decision that falls to the states, but the European Commission wished to issue recommendations on Thursday 11 June. The European executive recommends that "all restrictions" put in place to fight the coronavirus pandemic should be lifted from June 15. Some countries, like Italy, have already reopened their borders.

The European executive believes that from July 1 travelers from the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia) should be authorized in the Union, given the epidemiological situation of these countries is "similar or better" than that of the EU.

On the other hand, Brussels called on the Member States to agree on a list of third countries for which the restrictions would also be lifted, depending on their health situation.

The ban on "non-essential" travel to the EU was put in place on March 17, in a coordinated fashion between member states and the European Commission to combat the spread of the Covid-19 pandemic.
