The Minister of Universities, Manuel Castells, proposes for the next course that the students take turns and some go to the university and others study at home. To do so, it proposes that each campus calculate an occupancy rate for each teaching and research activity carried out in its facilities.

This coefficient will be calculated by dividing the number of students enrolled by the capacity of the facility taking into account that a separation of 1.5 meters must be kept between the occupants. All the remaining students will have to go home and learn online . A system of rotating shifts will be established between those who will teach in person and those who will receive it by videoconference.

It is the main measure that Castells proposes in his recommendations to the university community to adapt the course that comes to an "adapted face-to-face" system. The model is different from the one proposed by the Minister of Education, Isabel Celaá, who wants each and every one of the students to be at school all the time, even if they have to teach outside the classroom.

After receiving all kinds of criticism for "putting himself in profile" and not regulating the operation of the Selectividad, the Minister of Universities has sent to the campus his protocol with the prevention and hygiene measures that must be adopted from September. It does so a day after Celaá and precisely on the day it discusses school measures against Covid-19 at the Sectorial Conference on Education.

In the university protocol, Castells is stricter than Celaá and urges the use of a hygienic mask - "if possible reusable" to all students and teachers who enter the campus, provided that an interpersonal distance of at least 1.5 cannot be ensured. meters. The minister, on the other hand, has allowed no student, from Infant to High School, to wear a mask when sitting at the desk and has excluded children under 10 from using it.

The Castells protocol has exceptions, yes: people with health problems or those who carry out activities that, by their very nature, are incompatible with the use of the mask, will not have to carry this protection.
