The central government's expenditure arrangements at the local level are 3.5 trillion yuan, a year-on-year decrease of 0.2%, of which non-rigid non-rigid expenditures are more than 50% reduced All kinds of balances and settling funds should be collected and re-arranged.

This year's central government expenditures are rarely negative growth, and the general public budget of some departments has correspondingly decreased that year.

The Ministry of Human Resources and Social Security’s general public budget this year is about 3.95 billion yuan, which is about 4.66 million yuan less than the number of implementations in 2019.

More than 50% reduction in funding for “three publics” in multiple departments

Regarding the "three public" funds, a reporter from the Beijing News found that the budget of the "three public" funds in various departments has been reduced by more than 50%.

For example, the Ministry of Finance's "Three Publics" budget budget is 24.46 million yuan, of which 13.61 million yuan is for overseas trips, 9.72 million yuan for purchase and operation of official vehicles, and 1.13 million yuan for official reception fees. Health and Health Commission plans to arrange 420 million for public health projects

This year also increased the disclosure of project expenditure budget. The number of projects disclosed by the department this year was 83, which was further expanded compared to last year, including: "Ministry of Education" educational assistance project of the Ministry of Education, and implementation management project of the "Action Plan for the Prevention of Atmospheric, Water and Soil Pollution" of the Ministry of Ecology and Environment ", the National Medical Security Bureau "Medical Security System Construction Project", the All China Women's Federation "promotion of women and children's cause development and women's and children's rights protection project" and so on.

The reporter noticed that the National Health and Health Commission published the expenditure budget for the “public health special task funding project”. The project mainly carries out emergency treatment of public health emergencies; carries out prevention and control of key infectious diseases such as plague, AIDS, tuberculosis, viral hepatitis and sudden acute infectious diseases, implements national immunization programs; carries out cardiovascular and cerebrovascular diseases, cancer, chronic Prevention and control of major chronic non-communicable diseases such as respiratory diseases and diabetes.

The project has been implemented for a long time. The current implementation cycle is from 2020 to 2022. This year, the general public budget of the project is planned to be 420 million yuan. Among them, about 140 million yuan for public health emergencies, about 130 million yuan for the prevention and control of key infectious diseases, 44.94 million yuan for chronic disease prevention and control, and 80.43 million yuan for public health technical services.

At the same time, the disclosure of budget performance information has been further strengthened. The above "public health special task funding project" also announced the performance target table. The target table clearly stipulates that the competent unit is the National Health and Health Commission, which sets out the annual capital synthesis and funding sources, elaborates the annual goals, and the performance indicators are broken down into three primary indicators: output indicators, benefit indicators, and satisfaction indicators, and further refined into Five second-level indicators and 16 third-level indicators indicate specific indicator values.

Interpretation 1: Decrease in central government spending, funds are skewed towards local

The new coronary pneumonia epidemic has impacted fiscal revenue, and the pressure on fiscal balance has increased. Bai Yanfeng, a professor at the School of Finance and Taxation of Central University of Finance and Economics, believes that this year's fiscal revenue and expenditure pressure is likely to be the biggest since reform and opening up.

Wang Dehua, a researcher at the Academy of Economics and Economics of the Chinese Academy of Social Sciences, believes that the rare negative growth in the central government’s expenditure reflects the need to focus on “six guarantees” and “six stability” this year. From the structural point of view, the money lost at the central level will be tilted towards the localities. As the main body implementing the "six guarantees" and "six stability", local governments, especially the city and county grassroots, will receive more financial support.

According to the budget report, the scale of the central general public budget expenditure this year is expected to be 11.95 trillion yuan, a year-on-year increase of 9.1%. However, the actual expenditure at the central level is only about 3.5 trillion yuan, a year-on-year decrease of 0.2%. Among them, 8.39 trillion yuan of funds were transferred by the central government to local governments (that is, central government transfer funds to local governments), which increased by 12.8% year-on-year.

Bai Yanfeng believes that under the central government's high-rate and high-level outline, it will help to release a clear signal to social and economic subjects, enhance social confidence, and overcome difficulties together.

Interpretation 2: Saving money, focusing on people's livelihood and key areas

With the reduction in appropriations, how should the central government spend the money?

On the one hand, optimize the fiscal expenditure structure. In his government work report, Premier Li Keqiang requested that basic people's livelihood expenditures should only increase, and that expenditures in key areas should be effectively guaranteed, and general expenditures should be resolutely reduced. It is strictly forbidden to build new buildings and halls, and to prohibit extravagance and waste.

This year, the central government's non-urgent non-rigid expenditures have been reduced by more than 50%, unprecedentedly. As a comparison, last year the central government compressed general expenditure by an average of 10% and reduced the "three public funds" by 3.8%.

The funds saved by the government's tight life are mainly used for people's livelihood and key areas. For example, the per capita financial subsidy standard for medical insurance for residents increased by 30 yuan this year, the basic pension for retirees was raised, and the minimum standard for basic pension for urban and rural residents was raised.

On the other hand, vigorously improve quality and efficiency. Li Keqiang pointed out that all expenditures must be carefully calculated, every money must be used on the edge of the knife, and it must be important, and the market subjects and the people must have a real feeling.

Bai Yanfeng believes that the central government's expenditure at the current level should play a role in macroeconomic regulation and control, especially to stabilize the "six stability" and "six guarantees" basic plate. At the same time, effective use of budget performance management, budget arrangement highlights performance-oriented, improve the efficiency of the use of budget funds. This is also the basic requirement for the country to achieve modernization of governance.
