Speaker of the House of Representatives in Tobruk (East) Aqila Saleh recently intensified his efforts in search of political solutions to the war in Libya, after the reconciliation government forces achieved victories on the ground and the forces of retired Major General Khalifa Hifter retreated in his campaign against the capital, Tripoli.

Egyptian President Abdel-Fattah El-Sisi had put forward a political initiative that had not received attention from the reconciliation government, and was rejected by the Supreme Council of State in Tripoli and the forces loyal to him after the resumption of its military operations towards the city of Sirte.

This initiative was not the first of its kind from the Libyan East Camp and its supporters. Aqila Saleh presented an initiative to solve the crisis leading to elections and ending the military solution.

Haftar also announced a unilateral truce and a ceasefire that the Al-Wefaq government rejected because the retired Major General ignored all previous international initiatives and continued the war.

The Government of National Accord - which announced on more than one occasion its intention to extend state control over all Libyan cities - expressed its welcome for any political initiatives calling for a peaceful solution to the crisis away from imposing the status quo by force of arms, and the necessity to end the division and speed up the return to political dialogue under international sponsorship.

The United Nations Mission in Libya said that the political solution to the crisis has long been within reach, noting that the mission is ready to run any political process that includes everyone and is led by Libyans.

The mission added in a statement that "the Libyan talks in order to resume in good faith, the voice of arms must be silenced, and the mission welcomes the calls made by international and regional actors in recent days to the immediate cessation of hostilities in Libya."

Clear prospects 
A member of the Supreme Council of the State, Al-Qasim Dabars, emphasized that the prospects for political solutions after the defeat of Haftar's forces are clear and fair for all stipulated in the Skhirat Agreement, which was based on a constitution that is being consulted in a civil state based on the peaceful exchange of power according to the ballot boxes.

"On April 4, 2019, we would have been closer to the consensus in the inclusive conference had it not been for the failed bloody attack launched by Haftar on the capital, Tripoli," Dabars added to Al Jazeera Net.

Dabars ruled out the idea of ​​proposing partition, even if he tried to impose Haftar through retirement and retreat in eastern Libya, noting that the idea of ​​partition is rejected in the House of Representatives and the State and the Presidential Council of the Government in Tripoli.

Dabars called for real guarantees from international organizations sponsoring any future negotiations to implement the full entitlements received after the Tobruk parliament renounced the full implementation of the terms of the political agreement and did not recognize it.

The opportunity of dialogue
, in turn, member of the House of Representatives in Tobruk Ziad Deghaim stressed that stopping the war is an opportunity for dialogue and declaring the failure of the military solution.

Deghaim added to Al-Jazeera Net that we must remember that the war came as a result of the failure of political negotiations in Libya for years, especially with Al-Sarraj and the Supreme Council of State.

Deghem waved the option of partition, saying, "The Maghreb line-up with Tripoli against the Eastern Barqa is issuing the division a realistic solution that will satisfy the region," adding that Sirte is the city of the meeting of the Levant and the Maghreb and the beginning of Egyptian and Arab Levant national security.

Ambiguous positions The
writer and political analyst Abdullah Al-Kabeer believes that it is still too early to seriously talk about the political solution, given the multiplicity of international players and the unclear positions.

"Haftar's defeat and his military failure to take control of Tripoli is what made Egypt push an obstacle to reconcile with Haftar and launch a joint statement on the desire to return to political negotiations."

Al-Kabeer told Al-Jazeera Net that the Russian-Turkish consensus with an American supportive stance can return to the negotiating table, but there does not seem to be a real international trend towards exerting the required pressure to prepare the conditions for a return to negotiations.

Al-Kabeer believes that the option of partition exists within the options of the countries involved in the Libyan conflict, noting that this option has not yet appeared in eastern Libya, despite the presence of an extremist party in the federal trend calling for a return to the Barqa state.

Political gains
On the other hand, political analyst Ismail Al-Mahishi believes that all the proposed initiatives are not applicable, the latest of which are the Cairo and Aqila Saleh initiatives, because each party wants to invest in the initiative to achieve political gains.

And he considered that the recent military developments on the ground after the victories of the Al-Wefaq government forces are those who lead the political side and fluctuate the balance of the scene, which indicates the creation of a new political reality.

In his speech to Al-Jazeera Net, Al-Mahishi pointed out that the Maghreb space is currently far from the Libyan scene due to the lack of a unified vision of the Maghreb countries for what is happening in Libya despite the declaration of support for the government of national reconciliation.
