The XIII Conference of Presidents that is held under the state of alarm, and just a few hours before much of Spain opens Phase 3 of the de-escalation and the rest finally enters Phase 2, had three points planned in their order. of the day: analyze the conditions of what has been called a new normal and that will be included in a decree that should be approved this Tuesday in the Council of Ministers; plans to reopen borders and relaunch tourism, and the progress of various scientific projects to obtain a vaccine or an effective treatment against coronavirus.

To this has been added one more week the concern of the autonomous communities about the method of distribution of the 16,000 million euros in non-repayment that the Government has announced to mitigate the health and economic effects of the pandemic. On this occasion, it has been Catalonia that has led the complaints movement because substantial changes have been made in the distribution formula.

The Prime Minister has confirmed the modifications to the initial method of distributing money, as EL MUNDO announced. Now $ 9 billion will be spent on health spending, $ 2,000 for education and $ 5,000 to drive economic recovery.

The 9,000 million for health will be distributed in two payments: the first, of 6,000 million, in July and the second, of 3,000 million, in November. In both cases, the criteria to be taken into account will be the expenditure made on health to control and tackle the pandemic.

The 2,000 million earmarked for education will be distributed in September and, finally, the 5,000 million to reactivate the economy will be paid in December according to common criteria.

The initial distribution scheme provided for 10,000 million for health; 1,000 for social spending and 5,000 for economic recovery.

Sánchez has assured the regional presidents that the country is already "in the epilogue of the health emergency." "We have little left," he said, before remembering that "52% of the population will be in Phase 3 next week and the rest in Phase 2."

In Phase 3, as you have recalled, "the governance of the CCAA will be total in the transit towards the new normality", a stage in which even the autonomous governments will be able to "propose to the Government the lifting of the state of alarm when it consider it appropriate. "

The president of the Generalitat of Catalonia, Quim Torra , the first to intervene after Sánchez, has expressed his complaint about this unexpected change in the distribution of funds that, in his opinion, is detrimental to the Catalans. Torra, in fact, claims up to 15,000 million just for his community that should come from the fund provided by the Government, from the planned aid from the European Union and from the possibility that the municipalities use their surplus and that it is possible to assume a deficit 0.1% by the Autonomous Communities. He also regretted that the document with almost fifty proposals that he sent to the Government to deal with the de-escalation has had no response.

The Basque Lehendakari , Iñigo Urkullu , has focused his intervention on his desire to allow the mobility of citizens, starting on the 15th, between his community, Navarra and Cantabria and La Rioja. At the moment, this free movement has not been allowed by the Ministry of Health. The intention of the Lehendakari is to coordinate the management of these movements with the presidents of the other three communities.

Urkullu has also called for a specific plan to boost the automotive sector, key in the economy of at least eight autonomous communities. "You cannot leave him to his fate," he said.

The Murcian president, Fernando López Miras, has also expressed his complaint about the new distribution method, which, in his opinion, continues "without doing justice and without taking into account the principles of equity and territorial balance."

López Miras has advocated a distribution criterion based mainly on population. In accordance with the first model of the Government, this criterion weighed 20% in the distribution of funds and now it rises to 35%, something that Murcia considers very inefficient since, according to its president, it would put it back to the reception queue of funds per inhabitant.

The President of the Region of Murcia has demanded, in the event that the new method is defibnitive, the unlocking of an additional item that compensates for the under-financing of some territories.

For his part, the president of the Xunta de Galicia, Alberto Níñez Feijóo, has demanded for his part to leave the possibility of freely distributing, as they consider most appropriate, the money that corresponds to them from the non-reimbursable fund. In this way each one would decide according to their needs the final destination of the same.

The Galician president has also defended the need to lower VAT in the tourism sector, to the super-reduced level of 4% until the end of December, and has called for an industrial plan to prevent the loss of jobs in this sector.

Feijóo has asked that the powers recovered by the CCAA be clarified with precision, that more border crossings be opened between Galicia and Portugal and that health personnel be hired beyond the 20% replacement rate.
