(Fighting against New Coronary Pneumonia) China National Health and Welfare Committee "Head": Public health service system will "make up for shortcomings" from five aspects

  China News Agency, Beijing, June 7 (Li Jingze) "Practices in the epidemic prevention have proved that China's medical and health system and public health emergency response system are generally effective, but some problems and Short board." Ma Xiaowei, director of the China National Health Commission, said on the 7th.

  The State Council Information Office of the People's Republic of China issued a white paper on "China Action Against New Coronary Pneumonia" (hereinafter referred to as "white paper") and held a press conference. "This year's "Government Work Report" stated that public health emergency management and other aspects exposed many weak links." A reporter at the meeting asked accordingly, how will China "make up for the shortcomings"?

  In response, Ma Xiaowei mainly introduced five aspects:

  First, further improve the public health investment mechanism, improve the basic conditions for disease prevention and control, and further implement and improve public health service projects;

  Second, improve the functional positioning. In the national, provincial, municipal, and county-level disease prevention and control systems, further strengthen the prevention and control of acute infectious diseases and emergency response capabilities, and clarify the functional positioning of disease prevention and control centers at all levels;

  Third, to innovate the mechanism of combining medical and prevention, China's disease prevention and control system and medical treatment system achieve "personnel communication, information communication, resource communication", "the combination of prevention and control in the system innovation, mechanism guarantee, personnel management really landed";

  Fourth, optimize the monitoring system, strengthen the early warning capabilities, further strengthen and rebuild the "Internet Epidemic Direct Reporting System" and "Administrative Report on Public Health Emergencies", and a public opinion monitoring system and medical staff reporting system will be established;

  Fifth, strengthen the construction of the talent team and stimulate the vitality of the personnel, "emphasis on training professionals in etiology testing, field epidemiological investigation, laboratory testing, epidemic situation research and analysis".

  The white paper pointed out that as of 24:00 on May 31, 2020, 31 provinces, autonomous regions, municipalities, and Xinjiang Production and Construction Corps had reported a total of 83,017 confirmed cases, a total of 78,307 discharged cases, a total of 4,634 deaths, and a cure rate of 94.3%. The mortality rate was 5.6%.

  "The cure rate of new coronary pneumonia across the country exceeds the average cure rate of viral pneumonia." Ma Xiaowei pointed out that through this treatment, "our treatment of severe viral pneumonia has been raised to a new level."

  When reviewing China's medical treatment measures, he also summarized five aspects:

  One is to take firm and effective measures to control the source of infection and reduce the infection rate, so as to achieve "receivable collection, inspection, inspection, treatment, and isolation";

  The second is to speed up the detection. After the front working group arrived in Wuhan, by decentralizing the authority to detect infectious diseases and expanding the laboratory, "the Wuhan detection cycle has been shortened from 2 days to 4 hours to 6 hours, and only 300 people can be detected per day. The number of copies has been increased to 50,000 per share”, and the closed-loop system that forms flow control and detection “has given us the initiative to control the epidemic”;

  The third is to do everything possible to ensure the supply of medical services and improve the admission rate. “More than 2,000 designated medical institutions and intensive care hospitals have been designated nationwide, and more than 10,000 hot clinics have been designated.” In Wuhan, “established designated hospitals, sheltered hospitals and Emergency treatment network with tiered layout of isolation points";

  The fourth is to increase the number of isolation points and transform more than 630 hotels, schools, training centers, and medical institutions into isolation rooms for close contacts and suspected patients;

  The fifth is to go all out to treat patients, improve the cure rate, and reduce the mortality rate. "346 national medical teams, 42,000 medical workers, and 19,000 critical medical personnel rushed to Hubei and Wuhan for treatment."

  Ma Xiaowei also emphasized that Chinese medicine plays a very important role and should also be summarized and learned from. According to another white paper, the proportion of traditional Chinese medicine participating in the treatment of confirmed cases reached 92%, and the utilization rate and total effective rate of confirmed cases of traditional Chinese medicine in Hubei Province exceeded 90%.
