These restrictive measures are temporary, and the Constitution states that there must be a federal law that gives reason to introduce certain restrictions,” the specialist explained .

She noted that there is a federal law on sanitary and epidemiological welfare of the population, which gives the right to the chief sanitary doctor to introduce prescriptions.

“Of course, the entire executive branch, before taking any restrictions and measures, was primarily guided by the advice of specialists in the field of medicine. Therefore, a federal law exists, it indicates (there are rights and obligations of citizens) that citizens are obliged to follow all the requirements and requirements that were introduced by the chief sanitary doctor, the Ministry of Health and so on, ”added Yarmush.

According to her, such restrictions are justified, necessary and temporary.

“It is important to note that in all countries - in Europe, in the USA - they introduced similar ones,” Yarmush concluded.

Earlier, the Russian Ministry of Justice recognized the restrictions imposed in the country due to the coronavirus pandemic as proportional and justified.

The ministry said that the measures introduced in Russia, including Moscow, were taken within the competence of the relevant authorities.
