The case of a family home placed four-year-old girl who was picked up by social services in the middle of the night from the emergency in Umeå last summer has aroused strong feelings. Then she was taken to her biological father. Since then, the family home has not been able to meet the girl.

- Ivo says it was strange that she was picked up that way. But they have forgotten the serious part, that she did not get to meet her family home parents in a year, that is the big disaster, says the family home's lawyer Jörgen Frisk.

He adds that the family home should continue the struggle to meet the girl.

Serious abuses

A large number of reports to various authorities came in after the download, which was noticed in the media and Ivo decided to investigate the case. The completed supervision shows serious maladministration in the management nevertheless since the girl was placed as a small family home.

- The best interests of the child have not been taken into account in the board's positions regarding interaction with the custodians, implementation and follow-up of the family home placement, Ivo writes, among other things, in its supervision.

The social service in Piteå never worked after the principle that the child should be reunited with his parents, which among other things gave the family home the idea that the girl should stay with them.

Lack of legal security

The biological parents were very young when she was born and her family home was placed at that time, but according to Ivo on highly unclear and poorly documented grounds.

- The shortcomings have led to breach of legal security for the child and the custodians, and have had extremely negative consequences for the child, Ivo writes.

The social services are also criticized for the lengthy treatment when the girl would then move home to her biological father, but shows understanding of the dramatic recovery at the emergency in Umeå.

- Ivo notes that there are different pictures of what happened at NUS, but cannot see that the board could have acted differently.

The social services apologize

The social service in Piteå is flat against the widespread criticism and says in a press release that they will do everything to prevent this type of serious case from being repeated.

- We have failed in our routines and this has seriously affected a child and the child's relatives. We would like to apologize for that, says Sven-Gösta Pettersson, chair of the social committee.
