On March 2, the EU's Agency for Disease Control and Prevention (ECDC) issued a report calling on European states to "prevent" the population from attending "mass events", and to prevent "mass rallies unnecessary "due to the coronavirus. The Government of Spain ignored that report disclosed by EL MUNDO and allowed the 8-M protests. But not only that. According to the investigations of the Civil Guard, updated in the report sent to the judge, the Center for the Control of Alerts and Sanitary Emergencies (CCAES) directed by Fernando Simón received these warnings on March 2 (at 12:45), but not it was forwarded to the autonomous communities, and he did not even discuss it with them in the Inter-territorial Health Council .

The CCAES argued "that given the public nature of the document and since it is generally known and accessible, it was not distributed," says the Civil Guard. On March 3, one day after receiving (both in the CCAES e-mail and his own) the EU report, Fernando Simón recommended that "congresses, conferences, seminars or courses not be organized in the coming weeks training of health professionals, one of the objectives that justify this measure is to prevent them from acting as transmitters of the disease to the most vulnerable population groups with whom they deal in their professional practice ".

In fact, on February 28, the CCAES had established in a report that social distancing measures "seek to minimize contact in community settings (...) such as mass events", and among them is included the "cancellation of events" . And these measures should be taken "early and consistently," so that they have "some impact." Although in that report he did not refer to the situation in Spain at that time, but to possible scenarios, the Civil Guard believes that "this information was known to the CCAES" and that it was included in the topics to be discussed in the Papers of Alerts, unlike the EU report.
