In the Orenburg region, the decree of the head of the administration of the Dombarovsk district on the removal of four children from the family of Alena Lichtenwald in connection with the dilapidation of the house was canceled.

Earlier, children were sent to the child’s house because of dilapidated housing, for the repair of which the parents did not have money, and also because of a conflict with the doctors of the local hospital. Guardianship authorities were also recommended to apply to the court with a request not to consider a lawsuit to restrict the mother's parental rights. This was reported to RT by the regional commissioner for children's rights, Angelika Linkova.

“Yesterday, on June 3, the regional commission on juvenile affairs canceled the decree of the head of the administration of the Dombarovsky district on the removal of children. I will accompany my family so that the situation is resolved in the best possible way taking into account the interests of children. Together with all ministries and departments, measures will be taken to bring the family out of the crisis and provide them with all kinds of help, ”RT Linkova said.

According to her, “a large number of businessmen, social partners and other persons” have expressed a desire to help the family put in order the ceiling and renovate the house so that it meets all the standards for small children. The Governor of the Orenburg Region Denis Pasler ordered to provide temporary housing for the family for the period of the repair.

According to the press service of the government of the Orenburg region, the decision to cancel the decree on the removal of children was made on the basis of the ineffective work of the guardianship authorities.

“The Commission decided to recognize the work of bodies and institutions of the system for the prevention of neglect and offenses of the municipality of Dombarovsky district with the Lichtenwald family as inappropriate. The coordinating role of the commission on juvenile affairs of the Dombarovsk district was recognized as untimely and ineffective, ”the press service said.

The guardianship authorities of the Dombarovsk district were recommended to send a petition to the district court with a request to leave the claim to restrict Alyona Lichtenwald in parental rights without consideration. The Juvenile Commission should be informed by 5 June 2020.

In addition, the head of the Dombarovsk district Valery Shvindt will resign. He has held this post since 1998.

Removal of children

As RT previously said, 26-year-old Alyona Lichtenwald and her husband, 32-year-old Nikolai Samoroka, posted a video on the network where guardianship authorities forcefully wrest a mother from the hands of a crying child, and then police officers handcuffed a woman. After the removal of the children, the guardianship authorities filed a lawsuit to limit Lichtenwald's parental rights.

According to the spouses, poor living conditions became the reason for the removal of children - according to the guardianship authorities, the ceiling could collapse at any time in the house. Lichtenwald asked officials to repair the house with maternity capital, but was refused.

Samoroka also said that he had been in conflict with the doctors of the district hospital for several months, which, according to his parents, could aggravate the situation. According to Nikolai, in January 2020, a nurse diagnosed his child with the wrong diagnosis, because of which he was in intensive care with pneumonia. The man wrote a complaint about the negligence of the doctor.

In turn, the paramedic of the local hospital, Gulzhan Suleymanova, told RT that Lichtenwald did not open the door for doctors for 15 minutes and did not allow children to be examined for a long time. According to Suleimanova, the children were groomed, walked in crowded diapers, and a mess reigned in the house.

However, Alla Vorotnikova, the head doctor of the Orsk Specialized Orphanage where the children entered, told RT that the children had no obvious signs of lack of care.

In turn, the head of the Krasnochabansky village council of the Dombarovsky district Murat Suenbaev told RT that his parents did not work and lived on children's allowances. The dilapidated house where the family lives was bought for 450 thousand rubles using the mothercapital. According to Suenbaev, the value of real estate is overstated.

The regional prosecutor's office checks for possible fraudulent activities when using maternity capital funds. In addition, criminal proceedings were instituted against guardianship officers under Part 1 of Art. 293 of the Criminal Code (“Negligence”). Law enforcement agencies also check the abuse of official powers by police officers who handcuffed a mother with many children.
