03 June 2020 At the beginning of 2020, before the Covid emergency19 only 8.6% of the public administrations of origin of the interviewees, smart working was a widespread way of working, while 45.8% were experimenting with a limited group of employees ; 39.2% of employees were unable to work in Smart Working in their organization.

Then, due to the measures for the containment of contagions, "emergency" smart working was introduced in 98.8% of the administrations of the interviewees, in some cases as the only measure for personnel management, in 41% of cases accompanied by the presence in the office in shifts and in 40.5% by the request to use vacation and back rest.

Yet, the balance of 'forced' smart working in the PA is absolutely positive: 88% of employees judge the experience of success and 61.1% believe that this new culture, based on flexibility and cooperation within entities, between entities and in relations with citizens and businesses, will prevail even once the emergency phase is over.

Smart working allowed 69.5% of PA staff to 'organize and plan their work better', 45.7% to 'have more time for themselves and their family', 34.9% to 'work in an atmosphere of greater trust and empowerment'. In 7 out of 10 cases, continuity of work was ensured, for 41.3% of workers, efficacy even improved (for another 40.9%, it remained similar).

For over 50% the relationship with colleagues is unchanged, for 20% even improved. 93.6% would like to continue working in smart working. But for the most part (66%), work from home must be integrated with organized and functional returns to the office.

The smart working 'imposed' by the coronavirus represented a real revolution, which was answered by over 4,000 public employees. This is the picture that emerges from the survey 'Individual and organizational emergency response strategies' carried out by Fpa (a company of the Digital360 group) between 17 April and 15 May 2020. A total of over 5,200 people took part, of which 81% (4,262) employees of the public administration.
