On Monday, the city issued the "Interim Regulations on the Regulation of the Number of Passenger Cars in Beijing (Revision Draft for Consultation Draft)" and "Implementation Rules for the Provisional Regulations on the Regulation of the Number of Passenger Cars in Beijing" (Revision Draft for Comment), which is planned to start next year Increase the index allocation method based on the "car-free households" as the unit for the number and score ranking, and give the "car-free households" significantly higher than the individual's ordinary index lottery winning rate and the number of new energy index quotas.

Many citizens still have doubts about the composition and scoring of "car-free families". This morning, the relevant person in charge of the Beijing Municipal Transportation Commission conducted a focused answer to hot issues.

【About “Car-Free Family”】

Question 1: After the “Car-Free Family” chooses to wait for new energy, can it still participate in the number-sharing of ordinary passenger car indicators within one year?

  can!

According to the New Deal, starting next year, the target allocation will be changed from the current bi-monthly allocation to the new energy allocation index in May every year, and the normal allocation index in June and December.

In order to give individual “car-free families” more choices, the New Deal allows “car-free families” to choose, freely switch, and participate throughout the new energy and general index applications as they wish. In other words, "car-free homes" can be ranked first in the new energy indicators configured in May. If it is not listed, participate in the first general indicator shake in June. If you haven't won the lottery yet, you can participate in the second ordinary indicator lottery in December. There is still no successful bid, and the new energy indicators allocated in May of the following year are ranked. It is equal to three times a year to obtain the indicator. Of course, "car-free families" can also choose to shake only ordinary indicators as needed.

For families applying for a year, all family applicant points will increase by 1 point.

Question 2: Can siblings become family applicants?

Can't. The range of family members who can apply for the indicator jointly is limited to the spouse, children, and parents of both parties.

Why is such a range defined? The relevant person in charge of the Municipal Transportation Commission explained that spouses, parents, and children, as the most closely connected family members, have stronger ties of relatives such as blood, marriage, etc., and have a good foundation for common living and living. With a more solid legal system guarantee.

In addition, considering the factors such as the travel utility of passenger cars, occupant space, and convenience of car ownership, the scope of "family applicants" is limited to the scope of spouses, children, and parents of both parties, which can ensure more reasonable travel needs.

Question 3: If the parents have residence permits but no Beijing Social Security tax payment, can they become family applicants?

  No.

One of the parents needs to be a person with household registration in this city, or a person with non-city registration who holds a valid "Beijing Work and Residence Permit", or holds a valid residence permit in this city and has paid social insurance and social insurance in the city for the past 5 years (inclusive). Individuals with non-local registration of personal income tax.

If any of the above conditions are met, as long as there are no passenger cars registered in the city under the name of the parents, extra points can be added to the "family shaking".

As a "other family applicant" other than the main applicant, parents do not need to hold a valid driver's license.

Question 4: I have a car under my spouse's name. Can I organize a car-free family?

  No.

Applicants who are currently participating in the indicator configuration in the name of individuals, if they want to switch to applying for indicators in the family unit, if there is a spouse, first determine whether the spouse meets the "small bus without the name of the city" and "the place of residence is in the city" "Individuals", if these two conditions are met, the husband and wife can jointly apply for indicators on the basis of the family. As long as one of the husband and wife has a car, neither of them can join the "car-free family".

Question 5: All three generations are eligible, can we group "car-free families" separately?

  can.

If more than one member of the family meets the requirements of being the main applicant of the family, it can be combined into multiple "car-free families" to apply for indicators. However, when applying as a family, the more family applicants, the higher the total family points and the higher the probability of obtaining indicators.

Question 6: Can the couple be combined with their parents?

  No.

Citizen Mr. Zhang has a question. Both their husband and wife and their parents meet the requirements for "car-free family" applicants. Can the husband and wife combine with their parents, and two "car-free families" apply for two family indicators?

According to the New Deal, family applicants and their spouses cannot apply for allocation indicators in other forms at the same time in the process of applying for allocation indicators on a family basis. In layman's terms, the applicant and spouse are in a “bundled” relationship. As long as one party applies for the family unit, the other party cannot apply for the individual or other family unit at the same time even if there is no indicator or participation in the family unit.

Question 7: Both the younger couple and the older couple do not have a driver's license. Can I apply as a "car-free family"?

  No.

Among the "family without car", at least one main applicant must have a valid driving license, and other family applicants may not have a driving license.

Question 8: Are two-generation families and three-generation families shaking their numbers in a pool? How to reflect fairness?

  Yes, with the pool shaker.

Whether it is a family of several generations, the family and the individual are shaking their numbers in a pool. The total points of the family and the number of individual ladders are the number of times the application code of the family or individual appears in the lottery pool. The more times the application code appears, the higher the winning rate.

Citizen Ms. Liu asked whether it is unfair for the younger couples to share the same number with two or three generations. In fact, the priority of the New Deal is car-free "big families". This kind of old and small families have higher demand for car ownership, so the scoring rules will be more competitive.

Question 9: My ex-wife/ex-husband has a car, can I still have a car-free family?

It depends on the divorce date.

If the divorce date is before June 1, 2020, there is a car under the name of the ex-wife/ex-husband, which will not affect the other party's "family without car". If the divorce date is after June 1, 2020, and the minibus has been registered in the city under the name of the original spouse at the time of divorce, 10 years after the divorce, the party without a car can regroup the "car-free family", but the period is not Affect the participation of individual units in shaking the number.

Question 10: Can an infant "add points" as a child applicant?

As long as they have a Beijing hukou, minors can also be "bonus points" as children.

To determine whether a child can join the application, in addition to meeting the two conditions of "small bus without a name registered in the city" and "individual with a place of residence in the city", it also depends on the situation that the spouse of the child owns a registered small bus If the spouse has a minibus registered in this city, the children cannot be family applicants.

"Individuals whose place of residence is in this city" include the city’s registered personnel; active military personnel and armed police in Beijing troops; Hong Kong, Macao and Taiwan residents, overseas Chinese, and foreign personnel who have valid IDs and have lived in Beijing for more than one year; People who are not registered in the Beijing Municipality's Work and Residence Permit; those who have a valid residence permit in this city and have paid social insurance and personal income tax in this city for the past five years (inclusive).

Therefore, babies and children only need to meet the conditions of "city registration personnel".

Question 11: For an applicant who holds a working residence permit, can the "accompanied" lover and children "add points"?

According to the current draft for comments, it is not allowed.

According to the draft for comments, non-local residents with a valid "Beijing Work and Residence Permit" can become family applicants. However, the lover and children of the applicant's "following" are not within the scope of eligible applicants. The relevant person in charge added that the current provisions are not finalized, and citizens can put forward their opinions.

Question 12: After obtaining the family index, can the family applicant divorce continue to participate in the lottery?

  Not within 10 years.

Within 10 years after obtaining the indicator, all family applicants shall not participate in any form of indicator configuration.

Question 13: When applying for a new energy indicator, how do you differentiate who has priority when the family points are the same?

The registration time of the earliest passenger car index control management information system among family applicants is ranked in order.

【About “one person, one mark”】

Question 14: What if there are several cars in the name? Can I change my car?

Only one update indicator can be applied for.

When updating the indicator, only one of the vehicles can be selected to update, and each person can only keep 1 indicator. In other words, you can only choose one of them to change the car, but the other cars can be driven to scrap.

Question 15: The second car in the name is transferred to parents, children, spouse, do they need indicators or driver's license? Can I transfer it to a minor child?

  No need. can.

If there are more than two minibuses registered in the city under the name of an individual, they can transfer to their spouses, children, and parents who do not have the minibuses registered in the city. The transferee does not need indicator documents, and there is no age and hold. The driver's license is limited, but must meet the following conditions: meet the "individual whose place of residence is in this city"; and the relative relationship with the owner of the vehicle registered on the driving license lasts for one year.
