China News Service, June 2nd, according to the official Weibo news of the Ministry of Ecology and Environment, Bai Qiuyong, director of the Environmental Monitoring Department of the Ministry of Ecology and Environment, pointed out at the press conference on the 2nd that in 2019, the quality of the marine environment in the country will continue to improve, and the marine ecological environment The overall situation is stable and improving. The water quality in the coastal waters of the country has improved significantly, and the proportion of areas with excellent water quality has increased by 5.3 percentage points.

On June 2, the Ministry of Ecology and Environment held a regular press conference in May to introduce the state of environmental quality and environmental monitoring in 2019. A reporter asked at the meeting: What work has the Ministry of Ecology and Environment carried out in marine monitoring after the institutional reform in 2018? What is the quality of the ecological environment now? What are the new considerations during the "Fourteenth Five-Year Plan" period?

Bai Qiuyong introduced that in 2018 the institutional reform, the responsibility of marine ecological environmental protection was assigned to the Ministry of Ecology and Environment. The special research and deployment of the marine ecological environment monitoring work by our Ministry is to integrate the original Ministry of Environmental Protection and the former National Oceanic Administration marine monitoring points, and coordinate the development of seawater quality, sediment quality, cross section of rivers entering the sea, marine ecosystem, atmospheric pollutant deposition, etc. Monitoring; the second is to unify the marine monitoring methods and evaluation indicators to ensure that the monitoring data is accurate and standardized; the third is to increase the intensity of monitoring of pollution sources into the rivers and the direct discharge of the sea, and to make precise efforts to provide support for land and sea overall planning and comprehensive governance; fourth, to expand Special monitoring of the Bohai Sea ecological environment, encryption of monitoring points, and increased monitoring frequency will provide monitoring guarantee for the comprehensive control of the Bohai Sea.

Bo Qiuyong pointed out that the comprehensive management of the Bohai Sea has achieved remarkable results. The proportion of excellent water quality in the coastal areas increased by 12.5 percentage points year-on-year, and the proportion of inferior category Ⅳ water quality decreased by 3.7 percentage points year-on-year; Percentage point, the "eliminating bad" work has achieved initial results.

Bai Qiuyong also mentioned that during the "Fourteenth Five-Year Plan", the Ministry of Ecology and Environment will focus on improving the quality of the ecological environment and ensuring the safety of the marine ecology, and build a monitoring system for the marine ecological environment covering the near shore, offshore, polar and ocean:

One is to optimize routine ocean monitoring. Based on 1,359 national control points for seawater quality, we will improve the monitoring index system for seawater, sedimentary environment, biological quality, and radioactivity, and fully grasp the status of the marine environment quality in the jurisdictional sea area.

The second is to strengthen marine ecological monitoring. Optimize the marine biodiversity monitoring network to improve the coverage and representativeness of monitoring. The monitoring indicators will be mainly from plankton and benthic organisms, and will be expanded to marker species and rare and endangered species. A comprehensive assessment of the status of my country's marine biodiversity.

The third is to focus on marine special monitoring. Focusing on international hotspot environmental issues and emerging marine environmental issues, we carried out monitoring of marine greenhouse gases, marine microplastics, and radioactivity in the Western Pacific. The monitoring scope covered the sea areas under our jurisdiction and expanded to the polar oceanic areas.

The fourth is to strengthen the capacity of ocean monitoring. Implement the national marine ecological environment monitoring capacity building, improve the marine monitoring laboratory infrastructure, set up a marine monitoring (survey) fleet, and actively participate in the construction of the "Global Ocean Stereo Observation Network" to enhance the marine automatic monitoring and emergency support capabilities.
