Clashes have subsided in Libya, and the intense shelling between the forces of the Al-Wefaq government and the forces of retired Major General Khalifa Hifter has intensified.

The latest developments indicate the killing of seven members of the forces of the National Accord Government, and several others were injured in an aerial bombardment by an Emirati airliner belonging to the forces of retired Major General Khalifa Hifter in the city of Gharyan (southwest of the capital Tripoli).

Haftar forces also bombarded the international airport (east of the capital Tripoli) with Grad rockets, which they fired from the suburbs of the southern capital, without causing any human casualties.

For its part, a march of the National Accord government responded by bombing a gathering of Haftar forces and an armed vehicle in Al-Qudamah area (southeast of Gharyan).

The forces of the National Accord Government also bombarded heavy artillery at the sites of Haftar forces in the Souk al-Ahad area and Qasr Bin Ghashir (south of Tripoli).

Al-Jazeera correspondent in Tripoli said that the clashes on the ground receded in return for the intensification of the shelling with drones, Grad missiles or howitzers.

He stated that Haftar forces shelled 18 Grad rockets at the airport area, but the Accord Forces did not announce any casualties, indicating that the engineering force of the Accord government carefully and carefully dismantles many of the mines laid by Russian "Wagner" mercenaries in the fighting axes, before they withdrew from the south The capital, Tripoli.

Political efforts

These field developments come at a time when political efforts are continuing, as the United Nations announced the acceptance of the parties to the conflict in Libya to resume discussions of the Joint Military Commission (five plus five), and welcomed that.

The UN mission in Libya said - in a statement - that the resumption of talks will be in accordance with the draft agreement between the two parties, in the talks of the Joint Military Commission last February.

The statement stated that the mission hopes to accompany the return to the talks, a cessation of hostilities, and a reduction in hate speech.

The statement stressed the necessity of the two parties to fully delegate their representatives to the negotiations, in order to enable them to complete the ceasefire agreement.

In its statement, the mission also called on the countries supporting the parties to the conflict to abide by the respect for the arms embargo, the Berlin conference outputs, and the Security Council resolutions.

The statement also called for enabling the competent authorities to face the repercussions of the Corona pandemic, and to facilitate responding to urgent humanitarian needs.

On another Libyan matter, Stephen Dujarric, a spokesman for the United Nations Secretary-General, confirmed that Antonio Guterres had received a phone call from Russian Foreign Minister Sergey Lavrov, and that they had discussed the situation in Libya and Syria.

He stated that what can be said in isolation from the communication is that there is concern due to the intensification of the fighting during the past two days south of Tripoli, and around Tarhuna in the southwest of the capital, as well as the continued delivery of arms and military equipment and mercenary shipments to both parties from abroad by air, land and sea unabated, and this is a flagrant violation of the embargo UN weapons.

He explained that the United Nations is ready to resume facilitating dialogue between Libyans, including finalizing the ceasefire agreement within the framework of the Joint Military Commission.

Differences and impotence

Meanwhile, France and Germany said that persistent disagreements in the Security Council made it incapable of moving in the face of the Libyan crisis, noting that those disagreements hindered the appointment of a new UN envoy to succeed Ghassan Salameh.

This came at a joint press conference held by the delegates of the two countries to the United Nations; German Ambassador Christoph Huisgen and his French counterpart Nicholas de Riviere, on Monday evening, on the occasion of their countries assuming the presidency of the Security Council for the months of June and July, respectively.

The French ambassador said - at the video conference - that the Security Council is unable to act because of differences among member states on ways to address the Libyan crisis.

The ambassador also revealed that the process of finding a new UN envoy to Libya has been suspended in succession of Ghassan Salameh, who resigned from his position early March last for health reasons.

The German ambassador confirmed that he fully agreed with what his French counterpart said.

The two ambassadors did not reveal any of the two names who were candidates for the succession of Salama, and only expressed their hope that the council would be able to find an alternative person to take over the international mission as soon as possible.

Libya is suffering from armed conflict, as the forces of retired Major General Khalifa Hifter dispute the internationally recognized Libyan government headed by Fayez al-Sarraj over legitimacy and authority, and since April 4, 2019 have launched an offensive to seize the capital, Tripoli (west), the seat of government.
