Russian President Vladimir Putin approved a list of instructions following a meeting on the sanitary-epidemiological situation held on May 22. This is the official website of the Kremlin.

“The Government of the Russian Federation to prepare proposals for the development and strengthening of the sanitary-epidemiological service of the Russian Federation, the deadline is June 10, 2020,” the document says.

The chairman of the government of the Russian Federation Mikhail Mishustin was appointed responsible.

In addition, at the same time, in case of resumption of an increase in the incidence of coronavirus infection, the Ministry of Health of the Russian Federation was instructed to ensure the preservation of a specialized bed fund reserve, which was created in federal and regional medical organizations for the treatment of patients with COVID-19.  

Also, the Ministry of Health should ensure the resumption of the planned work of regional and federal medical organizations to provide primary health care and specialized, including high-tech, medical care to the population.

In addition, the Government of the Russian Federation and the governors of the Krasnodar Territory, the Republic of Crimea, the Stavropol Territory, the Moscow and Tula Regions were instructed to create conditions for the full functioning of federal state budgetary institutions, on the basis of which the training of the national teams of the country is under way.

At the same time, on Monday, June 1, a meeting of the Presidium of the Coronavirus Coordination Council took place. The head of government asked the Ministry of Health to take special control of the restoration of the planned work of medical organizations, including federal ones, including those that were reprofiled to combat COVID-19.

“At the same time, we continue to monitor the situation with the spread of infection. I emphasize: we must be prepared for any development of events, ”Mishustin said.

In turn, Vladimir Putin during a meeting with a working group on constitutional amendments noted that over the past time, the main goal has been achieved - to prevent the explosive nature of the development of the situation with the spread of coronavirus infection in a negative scenario.

“This allows us to return to normal. The situation, as we see, is gradually stabilizing, ”the Russian president emphasized.

According to the operational headquarters, over the past day in 84 regions of Russia, 9035 new cases of COVID-19 were detected. Moreover, 40.1% of new patients with coronavirus infection did not have clinical manifestations of the disease. Since the beginning of the epidemic, 414,878 COVID-19 patients have been identified in the country, the number of active cases to date is 234,146.

A total of 175 877 (42.39%) people recovered, 4855 (1.17%) patients died from complications that developed due to coronavirus infection and concomitant diseases.

Earlier, Moscow authorities said that starting from June 1, about three thousand beds in five Moscow hospitals will be returned to the provision of planned medical care. In total, about 23 thousand beds were reassigned in Moscow to receive patients with COVID-19.

“We see that the epidemiological situation in Moscow is improving markedly. The number of hospitalizations is declining, about half of the redeployed bed fund is already free. And now, when the pandemic is receding, we are faced with the task of gradually returning the city hospitals to standard work, ”said Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

Recall that in April, in connection with a large number of patients with COVID-19, the Ministry of Health recommended that Russians postpone scheduled medical examinations. Then, the department noted that only patients with cancer, diseases of the cardiovascular and endocrine systems, as well as those who are on renal replacement therapy, can continue treatment.

In addition, from the beginning of April, the medical examination was suspended in Russia, and planned operations and part of the laboratory tests were allowed only with the direction of a doctor. However, on May 19, Oleg Gridnev, deputy head of the Ministry of Health, announced the suspension of routine vaccination among adult Russians due to the spread of coronavirus. According to him, the decision was made due to the fact that the COVID-19 epidemic already puts a large burden on the immune system.
