The Russian government did not support the bill proposing to pay housewives a monthly allowance in the amount of the minimum wage (minimum wage), which currently stands at 12,130 rubles. This is stated in the conclusion of the Cabinet, published on the portal of the legislative system.

As the deputy chairman of the government of the Russian Federation, the head of the apparatus of the government of the Russian Federation Dmitry Grigorenko noted, the introduced law contains “unspecified formulations” in the definition of households, which will lead to problems in law enforcement practice. In addition, indicators to be taken into account are not defined. In addition, the proposed amendment to the federal law “On Insurance Pensions” “does not correspond to the concept” of this law.

“The implementation of the proposed changes will require the allocation of funds from the federal budget and other budgets of the budget system of the Russian Federation for the purpose of the bill. However, in violation of the requirements of Art. 83 of the Budget Code of the Russian Federation, the sources and procedure for the implementation of the relevant expenditure obligations are not defined by the bill, ”the Cabinet of Ministers said in a statement.

The bill on monthly cash benefits for household workers and on amendments to the federal law “On the minimum wage” and the federal law “On insurance pensions” was introduced to the State Duma on June 1. We are talking about caring for children, sick or elderly relatives, as well as cleaning, cooking and other homework.

Only one family member will be eligible for benefits. In addition, an important condition will be that the family income per capita should not exceed twice the cost of living in the region of residence. The payment procedure is supposed to be determined by the Ministry of Labor. If the bill is adopted, the measures will enter into force on January 1 of the following year.

“The draft federal law was developed in order to increase the role of the family in modern Russian society, strengthen the values ​​of family life, improve the demographic situation in Russia and increase the level of income of the population,” the explanatory note says.

The authors of the initiative are deputies of the LDPR faction led by Vladimir Zhirinovsky.

“Legislative initiative will require discussion”

Valery Ryazansky, First Deputy Chairman of the Federation Council Committee on Social Policy, explained to RT that the norm of this kind of social support has not yet been practiced.

“The motives for supporting housewives are clear. This is the norm of this kind of social support, a payment that we have not practiced. This issue will certainly require discussion, it will not be simple, ”he explained.

The senator noted that before that, all the measures that were used in the framework of family support included, for example, support for children and parents with many children, and for older people, as Ryazansky added, there is a support system.

“Those who are engaged in households and at the same time do not belong to any of the categories that are considered preferential in the state, for example, a mother with many children or a father with many children, who cares for children or their relatives. We have never yet separately supported these categories socially. This was a function of the family itself, so there will be a discussion on this topic, ”Ryazansky emphasized.

In turn, the chairman of the National Parents Committee, Irina Volynets, told RT that the committee fully supports the LDPR initiative.

“Moreover, back in 2017, we advocated the establishment of maternal salaries and here, even if only partially, our initiative will be implemented,” Volynets said.

Such support, according to Volynets, is a prerequisite for women not to be afraid to give birth and to understand that the state will not leave them at a difficult moment.

In addition, she emphasized that men can also go on maternity leave, in connection with which the absence of an indication of gender in the bill, according to Volynets, is correct.
