The government will approve on Tuesday and will submit to the vote of Congress on Wednesday the latest extension of the state of alarm that will only last until June 21. This will mean, as Pedro Sánchez explained at a press conference, that the restrictions on mobility will end with the beginning of the summer and the Spanish will regain freedom of movement also between provinces on that same date.

The President has begun his intervention confirming that Spain has broken the coronavirus curve and has overcome the worst moments of the pandemic. The Government, with increasingly better data on the table, considers that only one last extension of the state of alarm is going to be necessary.

When it expires, the right to freedom of movement and the right to assembly will be fully restored. As Sánchez has emphasized, "only the state of alarm can limit these fundamental rights." And so this constitutional instrument "has been very effective in overcoming this pandemic."

Meanwhile, Spain will advance towards phases 3 and 4 and the management of the de-escalation will go to the autonomous communities. As the chief executive explained first at the 12th Conference of Autonomous Presidents and then at his appearance, the autonomous governments will enjoy "full governance" starting with Phase 3 of the de-escalation. They will decide its duration and the measures that are implemented during it.
