With the Committee stressing the importance of adhering to the directions issued in a manner that respects their safety and those around them, the Committee decided to exempt specific groups from the use of masks outside the home, but with strict controls that were carefully prepared, and the first category includes children under the age of six, while the second category includes those with determination who They have emotional emotional disorders, neurodevelopmental disorders, including intellectual disability, communication disorders, autism spectrum disorder, attention deficit disorder and excessive movement, which lead to difficulty breathing and the inability to communicate with others, or provoke the sense of touch when wearing a muzzle, in addition to the category The third concerned with individuals who suffer from severe respiratory illnesses or who cannot breathe normally, and those who need additional oxygen, and who face difficulty breathing while wearing masks, with the need for the second and third categories to obtain a medical report approved by the competent authorities stating this.
The committee pointed out that the exceptions referred to come in the context of ensuring the health and safety of all, and taking into account special cases in which owners may not be able to use the masks, or that the use of the muzzle caused more harm than the benefit sought after.
The Committee obligated the excluded groups and their families to ensure that precautionary measures are taken, to stay away from crowded places, to ensure spatial distance from the rest of the people, and to always maintain a safe distance that guarantees them protection from exposure to the risk of infection with the emerging coronavirus (Covid-19), which should not be less than two meters .
The Committee also stressed the need to strictly adhere to the conditions of temporary permits to remove the muzzle in the cases described, with the importance of maintaining physical distance, and maintaining a safe distance between people to ensure protection and safety for all.

Cases of allowing removal of the muzzle
The Supreme Committee for Crisis and Disaster Management in Dubai decided to allow the removal of the muzzle while outside the home temporarily only in a number of specific cases, limited to the following:
