Russia-Japan relations have been plagued by territorial disputes. The four islands of Tooth Dance, Sedan, Hokugo, and Choto, north of Hokkaido, Japan, are called Japan ’s four northern islands, and Russia is called the South Thousand Islands. These islands belonged to Japan before World War II, and were occupied by the Soviet Union after World War II. After the collapse of the Soviet Union, Russia was actually controlled by the successor country. Russia and Japan have disputes over the ownership of these islands, and so far no peace treaty has been concluded.
