A small café on the terrace, a sunbathing session in a park or a getaway more than 100 km from your home, the French women were impatiently waiting for him. This will be possible from Tuesday June 2. The government presented this Thursday phase 2 of its deconfinement plan, largely relaxing travel restrictions and announcing the reopening of cafes, restaurants and parks from next Tuesday, thanks to the slowdown of the epidemic.

Nearly three weeks after the start of the deconfinement started on May 11, Prime Minister Edouard Philippe, surrounded by the Ministers of Education Jean-Michel Blanquer and of Health Olivier Véran, presented from Matignon the decisions taken in the morning during the Defense Council chaired by Emmanuel Macron, at the Elysée Palace.

"The results are good in terms of health," said the head of government. Today, all of the French departments are classified as green zones, with the exception of Ile-de-France, Mayotte and Guyana, classified orange, and which will experience phase 2 of deconfinement a little more strict. Reopening of cafes, bars and restaurants in green areas

"The restart of this sector is the subject of very high expectations of the French," acknowledged the head of government. Restaurants, bars and cafes can reopen in the green zone from June 2. Everywhere, this opening will be conditional on compliance with the necessary rules ”.

In practice, establishments will have to respect a "maximum capacity of 10 people per table, the wearing of a mask will be compulsory for all staff in the dining room and in the kitchen and for customers when they move" in the establishment, said Edouard Philippe. And a minimum distance of one meter between the tables must be observed. On the other hand, it will be necessary “not to allow consumption standing in bars and restaurants”, to limit the risks of contamination.

Reopening of terraces, parks and gardens in orange zones

Ile-de-France residents and the mayor of Paris, Anne Hidalgo, have been demanding it for weeks: the parks and gardens will finally reopen from June 2, as will the beaches, lakes and bodies of water in the rest of the country. "All the departments will benefit from strong deconfinement measures, with particular surveillance, particularly for the departments of Ile-de-France," said Edouard Philippe. In these departments, deconfinement will be a little more cautious than in the rest of the territory ”.

In the departments of Ile de France, Mayotte and Guyana, we will still not be able to go back inside cafes and restaurants during this phase 2 of deconfinement, it will be necessary to wait for phase 3 of the plan, which will open on June 22, and if the sanitary conditions allow it. As of Tuesday, only the terraces of cafes, bars and restaurants will be able to reopen. "It was the right step to take at least for the next three weeks," said the chief executive.

End of travel limitation 100 km from home

The head of government announced the end of the 100 km limit for all travel, which has "no more justification," said Edouard Philippe. As of June 2, the ban on travel more than 100 km from home is over. ” However, "the less the virus circulates, the less it spreads", he recalled, calling "each Frenchman with the same spirit of responsibility".

Regarding international travel, the government is "favorable" to the reopening of the internal borders of Europe from June 15, without fortnight for travelers, assured Edouard Philippe. "We will apply reciprocity" if certain countries ever impose fortnight on the French, he said, however. For the borders outside the European area, "the decision will be taken collectively with all European countries, by June 15," he added.

In addition, measures to control "very strict movements" to the Overseas are maintained with a "fortnight" on arrival, announced Thursday the Prime Minister, but more flights are planned for the holidays "if the conditions sanitary facilities allow it ”.

Towards a reopening of 100% of schools

"The reopening of schools is a social emergency and an educational imperative," recalled in the preamble to his speech the Minister of National Education, Jean-Michel Blanquer. If since the lifting of containment, "more than 80% of schools have been reopened, the goal is 100% by next week," he said. And "all families who wish should be able to send their children to school for at least part of the week", he added.

For the time being, 95.5% of middle schools had reopened, and only for part of the pupils in the 6th and 5th grades. "In phase 2, all of the colleges will open, and in the green zones, we will add 4th and 3rd graders," added the minister. In orange zones, we are going to welcome in priority the pupils of 6th and 5th ”, he continued, also evoking the objective of an opening of 100% of Ulis (Localized Units for inclusive education), which welcome children with disabilities. For the moment, 60% of them have reopened.

Reopening of high schools and cancellation of the oral examination for the French baccalaureate

As of June 2, all general, technological and vocational high schools will reopen in the green zones.

The Minister of National Education also announced the cancellation of the oral examination for the French baccalaureate. "We hear the argument that the fairest assessment is to take into account the scores of the first two trimesters, in continuous monitoring," he said.

Deployment of the StopCovid application

“The second phase of deconfinement will lead to a multiplication of social interactions, especially in public places. In addition to systematic compliance with barrier gestures, we wanted, with the Secretary of State for Digital, Cédric O, the implementation of the StopCovid mobile application, announced Edouard Philippe. It is a complementary instrument in the fight against the epidemic. (…). I call on all of our fellow citizens to use it from June 2 ”.

Aware of the reluctance raised by the deployment of this device, deemed "liberticide" by his detractors and even in the ranks of the presidential party, the Prime Minister assured that "we have taken all the guarantees necessary for StopCovid to respect the personal data of users . [This app] will never geotag you and will remain anonymous. These guarantees have led the CNIL to validate the deployment of this application ”. An application based on a "voluntary", "free, which will allow you to be notified immediately in the event of close contact with a person tested positive".

The reopening of cultural places

The museums, monuments and performance halls will be reopened from June 2 in the only departments classified green, but the wearing of the mask will be mandatory and "the rules of physical distance will have to be respected", assured the Prime Minister.

The cinemas will be reopened nationally from June 22.

Reopening of tourist accommodation and leisure parks

Tourist accommodation, holiday villages and campsites can open from June 2 in the green zone. And after June 22 in the orange zone, as will the summer camps, which may reopen from June 22, the Prime Minister said.

The leisure parks will also be able to reopen in the green zones on June 2, "for activities allowing physical distance, with compliance with strict rules and in particular a maximum tonnage of 5,000 people," warned the Prime Minister.

The prohibitions maintained

"This rediscovered freedom implies constraints, recalled Edouard Philippe", insisting on "respect for barrier gestures and the wearing of masks. Until June 22, a certain number of bans will remain in a certain number of places: gatherings will remain limited to 10 people. The nightclubs, games rooms, stadiums and racetracks will remain closed until June 21 ”.

"Collective sports, and in particular contact sports, will also remain prohibited because they do not by their nature allow physical distance to be respected," he added. However, swimming pools, sports halls and gymnasiums will be able to reopen on June 2 in the green zone, and on June 22 in the orange zones.
