The Minister of Health, Salvador Illa, confirmed this Thursday that the de-escalation process is going well, without any setbacks as a result of the relaxation of the measures of confinement and restriction of movements, as well as by the different decided phase changes . But Salvador Illa has warned of "some outbreaks" of the Covid-19 in Lérida , Totana (Murcia), Cuenca or Ceuta .

In her tenth weekly appearance before the Health Commission of the Congress of Deputies, Illa did not attribute the outbreaks to the speed of the de-escalation, but to "uncivil behavior". And he cited as an example the birthday party of Lérida that has caused the contagion of almost all his attendees, 20 people, double what is allowed. "These are attitudes that we have to condemn, they lead to nothing. We have to insist that the incivism of a minority does not put at risk what we have achieved with sacrifice, the majority," he said.

The minister did value that, in these cases, the health authorities "have detected very early" these spikes in new positives and have been able to control them "adequately and quickly" by isolating their contacts. Both in reference to the case of Lleida and Totana, Illa celebrated that this early detection is working. But he urged "to strengthen it further."

The minister returned to being moderately optimistic in the Commission when listing the weekly improvement of the numbers of contagions and deaths from the beginning of the crisis. From a 35% daily increase in infections at the beginning it has gone down to an average of 0.2%. Furthermore, the focus of the pandemic is no longer even in Europe , it has shifted to Latin America . Spain and Italy are no longer the main centers of Europe. That dubious honor is now held by Russia .

"We are, therefore, on the right track, even faster than other countries, but we must remain prudent because we cannot take any step back that could put us at risk again and prevent further progress," he said.

The minister wanted to alert of the possibilities that there will be important outbreaks in Spain next autumn. In fact, he explained that the Government is "in the worst case scenario: an outbreak in the fall and without a vaccine." In that case, experts assure that its virulence would probably be less than that of March and April.

In addition, he stressed that the National Health System would be prepared to detect this situation "in one to three days", which would allow it to act more quickly and efficiently than in the first shake of the coronavirus. The Minister of Health highlighted that the incidence of the virus has been very different between some areas and others, presenting differences of up to 10 times greater. "This image obliges us to continue being very prudent," he assured, "we are making progress in the recovery of mobility, but we have to proceed with caution, following and consolidating the phases in a safe and prudent manner."

Most of the opposition spokespersons charged the minister for the continuous changes in criteria and in the way of accounting for contagions, deceased, hospitalized ... The Deputy Secretary of the PP Cuca Gamarra assured that Salvador Illa is leading "a strategy to generate confusion" between citizens with these continuous changes in accounting.

"The criteria for counting the deceased have changed up to seven times," he snapped. Gamarra understands that in a pandemic situation like the one Spain suffers from, "the data says a lot about management." In the PP's view , the government is trying to "hide data" and dizzy statistics as "a government measure of confusion."

The popular spokesperson referred to the dance of numbers of the last week, when from one day to the next the number of deceased went from more than 27,000 to about 43,000, to drop a few days later, again, to 27,000. The PP believes that the dance is due to the intention of the Executive that "no one can know" the truth.

Ciudadanos spokesman Guillermo Díaz called all these changes "bizarre." And Illa's last week's campaign was ugly under the slogan "We came out stronger," since the political class "has been unable to reach any agreement to adopt essential measures during the pandemic."

Vox deputy Juan Luis Steegmann , for his part, accused Illa of applying a "global fear strategy" that "has no scientific basis." As he denounced, and has already demanded several times the resignation of the en bloc Executive, this attitude is applied by "the communists and separatists partners of the Government".
