Many communities have passed this Monday 25 to Phase 2 of the de-escalation plan in Spain. Next Monday, the Valencian Community will also be in this phase, as well as the decolonged provinces of Andalusia and Castilla-La Mancha and some health regions of Catalonia and Bierzo. Thus, 70% of the Spanish population will be in Phase 2, a new step towards the so-called "new normal" with more openness in confinement measures.

Among the main novelties included in Phase 2 are the elimination of time slots, the increase in the number of people who can meet, visiting relatives in residences or opening beaches and swimming pools. We detail them.

Where can I move?

This remains the same as in Phase 1 . The mobility of people to carry out the permitted activities is exclusively limited to the territorial unit (province, island or health region). You can leave the municipality to buy or see family and friends, even to go far from home to do it, but always within the same province or island. The exception here is the Basque Country, which has recognized a special permit for citizens of neighboring municipalities in other provinces to move between them.

Can I leave the province?

No. As explained previously, all activities must be carried out in the same province, island or health region in which one is located. Being able to move to other provinces is something for which there is still at least one month, since it is not contemplated that it can be until after Phase 3, that is, four weeks at least.

No time slots, except for seniors

Phase 2 extends the hours for walking or playing sports. Both can be done at any time of the day, except in the bands reserved for the elderly and vulnerable people. That is, from 10:00 a.m. to 12:00 p.m. and from 7:00 p.m. to 8:00 p.m. The autonomous communities can modify these schedules and some plan to do so because of the heat. Especially in the southern half of the Peninsula.

Meetings of up to 15 people

Allowed groups go from 10 to 15 people in this phase. Whether at home, in bars and restaurants, or in open areas.

Visits to relatives in residences

The Government allows the autonomous communities to authorize visits in Phase 2 and regulate the way in which they must be carried out.

Bars and restaurants

Here are some important changes. If until now only the terraces were open, now the great novelty is that it can already be consumed within the premises of bars and restaurants but respecting a maximum capacity of 40%, which can be increased by the autonomous communities to 50%. You still have to forget about tapas or drinking canes at the bars because it is mandatory to be sitting at one or more tables. And these have to ensure a distance of two meters between the clients of others. The use of menu cards, napkin rings or convoys of oil and vinegar is still prohibited.

Opening of the beaches

As a way of promoting tourism, in Phase 2 the use of the beaches becomes much more flexible, as they are open to leisure activities. The limitations are the generic ones of maintaining reasonable distances and using protection methods if it is not possible. Groups of up to 15 people are authorized; the use of showers, lavapiés and changing rooms, and the opening of the beach bars, which will be governed by what is established for bars and restaurants. The establishment of shifts, subdivisions or gauging will be in the hands of the municipalities.

Pool opening

The opening of the outdoor recreational pools also comes in Phase 2, as well as those for sports use, including the indoor ones. They can be opened to the public by appointment and a maximum capacity of 30% or the one that allows compliance with the safety distance. Time shifts will be organized, outside of which you will not be able to stay in the facility. Cleaning should be carried out at least three times a day and the locker room showers cannot be used.

Large stores and shopping malls open

You can now open any trade regardless of the size of its surface. It was now less than 400 square meters. This allows the reopening of large shopping centers, albeit with a 40% capacity limitation, which is also effective if it has several plants. Clients are not allowed to use the common areas for anything other than transit, so it is prohibited to use the benches or playgrounds for children.

It should be remembered that the two meters must be guaranteed between customers and if the business in question cannot, it can only be accessed by one person.

Hotels open common areas

It is still not possible to go to hotels in other provinces or other autonomous communities, but it can be done in the province or island from Fas1. The phase change allows the common areas of the hotels to be reopened with a limitation of a third of the capacity, except the hotel areas of the hotel itself, which will follow the rules for restaurants, that is, 40%. For swimming pools and spas the establishment will determine the guidelines for use.

Tourism and nature activities

The number of people who can enjoy tourism and nature activities increases. Groups can already be up to 20 people. In addition, they can open natural parks with a capacity of up to 20% and cable cars with a capacity of 50%.

Cinemas, theaters and monuments

Cinemas, theaters and auditoriums reopen with a third of their capacity and preassigned seats. If they are closed places, no more than 50 people can gather.

Visits to monuments will also begin to be allowed. In religious venues such as churches, cathedrals or monasteries, mandatory routes will be established to order the movement of people.

Wedding celebration with guests

Weddings may already have guests. They are allowed in all types of facilities, but keep in mind that the maximum number of people must be 100 in open spaces and 50 in closed spaces. Guests cannot move between provinces.

Places of worship such as churches

The maximum capacity in churches, synagogues or mosques for this phase is increases to 50%, but safety and hygiene measures are insisted on in these closed spaces.

Wakeings, burials and cremations

The maximum limit increases to 25 people in outdoor spaces and 15 people in closed spaces, whether or not they live together.

Academies and driving schools

Phase 2 includes the opening of after-school educational and training centers. Academies and driving schools are specifically included in the Government plan.

Gyms and sports centers

In phase 2 the indoor sports facilities and swimming pools are opened, both at 30% of the capacity and by appointment . The use of the changing rooms is allowed and you can only train individually or in pairs if the sport does not require contact.

Professional sport

The professional teams of the Soccer League and other sports may

Train in a "total" way but there are still restrictions, since group work will have a maximum of 14 people. This prevents 11 to 11 training matches in soccer.

Congresses, business meetings and conferences
