Wu Hao, member of the National Committee of the Chinese People's Political Consultative Conference, talked about the fact that zero new records of confirmed cases in Wuhan were broken
  .

In early 2020, an outbreak of new pneumonia was reported.

On February 6, Wu Hao, member of the National Committee of the Chinese People's Political Consultative Conference and director of the Fangzhuang Community Health Service Center in Beijing's Fengtai District, as the leader of the prevention and control group of the central guidance group, boarded the train to Wuhan. .

On February 11, 20 days after the "closure of the city", Wuhan announced that all residential districts within the city will be closed for management-this is the proposal made by the expert group led by Wu Hao on the third day of arriving in Wuhan.

For 51 days in Wuhan, Wu Hao led the community prevention and control expert group of the Central Guidance Group, traveling through 13 districts, more than 300 streets, more than 500 communities, and 161 community health service centers

It sorted out 1,275 questions and suggestions, and provided detailed information for the Central Steering Group to scientifically determine the epidemic situation.

Today, are there any plans for the problems that have arisen after the unblocking of Wuhan? When will the epidemic end? How to realize normalized prevention and control? In response to these issues, a reporter from the Beijing Youth Daily conducted an exclusive interview with Wu Hao.

  Go to Wuhan

"I didn't expect to stay for 51 days"

Beiqing Daily: When did you know you were going to Wuhan?

Wu Hao: On February 5, the CPPCC National Committee for Culture, Education and Health organized 10 members to participate in the discussion on the epidemic. At the meeting, we jointly put forward suggestions for accurate prevention and control of classification and classification in county units. In the afternoon of that day, I received a call from the National Health and Health Commission for advice, hoping that I would go to Wuhan as the person in charge of community prevention and control. I agreed. This is the responsibility and responsibility. I did not say which day to go.

I received the notice at 1pm on February 6th, and got on the train at 3:40. I arrived at the hotel at 9:30 that night. I issued a mobilization order to everyone in the lobby at more than 10. District survey situation.

When we first arrived in Wuhan, we did not expect the epidemic to be so serious, nor did we expect to stay there for 51 days. Judging from my previous experience in the prevention and control of epidemics, I would have estimated that I would be able to return in a few days.

Beiqing Daily: When will you be notified that you can return to Beijing, and what is your mood after receiving the notice?

Wu Hao: The day I received the notice was March 26. At that time, I was training and supervising everyone in Jingzhou. The notice said that I would be back on the 27th. When I received the notification, I was in a very complicated mood. The working group in front could come back to prove that the epidemic blocking war had achieved a staged victory, but after all, there were other comrades who did not return.

Our prevention and control team includes people from grassroots community health service centers in Shandong, Sichuan, Beijing, and Hebei, and others from disease control who do n’t know each other and wear masks. In the past, we talked about how to live like a year. In Wuhan, we should call "moon like a sun." It wasn't until we held a staged summary meeting on March 25 that we first saw everyone taking off their masks and took a group photo.

  First suggestion

  Wuhan District implements closed management

Beiqing Daily: It is the first suggestion made by the community prevention and control expert group to the local community after the community prevention and control expert group arrived in Wuhan. What is the urgency of this suggestion?

Wu Hao: On February 7th, I went to the Jiang'an District of Wuhan for the first stop. At that time, Wuhan had closed the city and solved the problem of exporting, but how to solve the problem of internal expansion? The nucleic acid detection capability has not kept up, and the shelter hospital has not started construction, which means that a large number of patients are at home and are mobile. At the same time, a group of asymptomatic patients were walking around.

The classic tactic of infectious diseases is called "controlling the source of infection and cutting off the route of transmission." Our guiding ideology is to protect everyone as a healthy population, and at the same time treat everyone as a risk group for investigation and social isolation. At that time, the big data information system was also not connected. By dividing the community into grids and with a small radius of activity, it was possible to quickly find risk groups, including close contacts and sources of infection.

On February 8, we made reports to the relevant leaders of the Jiang'an District Command and the Central Steering Group, and put forward this proposal. Wuhan City held a meeting on February 10 to study and issued a notice on the 11th, requiring all residential communities to implement closed management.

Beiqing Daily: Has the proposal of closed community management encountered any obstacles? What was the most difficult point of concern at the time?

Wu Hao: At that time, there were indeed some different opinions about community control, such as food supply, how to solve the problem of people seeing a doctor, etc. Guaranteeing supply is my biggest worry. To make the people feel at ease, supplies must be guaranteed, and the medication of some chronically ill patients should also be considered. It is very important to put forward these measures of "closing the city" and home control. With regard to this, we have institutional advantages and can achieve unity, and the government can protect people ’s lives at all costs.

  Work focus

To propose a "closure" is to propose an "solution"

Beiqing Daily: After the closed management of the Wuhan community, what work did you lead the expert group to do?

Wu Hao: The first is personnel training. At that time, volunteers and sinking cadres were not well trained, so we quickly compiled relevant teaching materials and training manuals, taught community medical staff, and then let community medical staff teach volunteers. The diagnosis and treatment plan issued by the National Health and Health Commission is also constantly changing. Every time a new version of the plan is released, we must transfer new knowledge and supervise it. Walking the streets, measuring Wuhan with footsteps, we have to walk 5 to 10 kilometers every day, walk all the streets of Wuhan, and then went to Xiangyang, Xiaogan, Jingzhou. In addition, there are hospital hospital staff's sense of hospital sense, later home visits and rehabilitation management for rehabilitation patients, and guidance for reinstatement and reinstatement.

Beiqing Daily: From March 19th, Wuhan allows residents of non-epidemic communities to carry out non-aggregated individual activities in the community in batches, time periods, and buildings; from April 8th, Wuhan lifted the control measures for the passage from Hubei to Han. Are these recommendations made by the expert group?

Wu Hao: To propose a "closure" is to propose an "solution". We started to study the issue of how to unblock it on February 14th, and on February 27th, we proposed a reference plan for "unblocking" to the prevention and control group of the central guidance group.

Beiqing Daily: On May 9, confirmed cases in the Dongxihu District broke Wuhan's 35-day zero-new record. Did the problems that occurred after the unblocking of Wuhan exceed the deployment of the plan?

Wu Hao: No, as expected, we have always maintained a high degree of vigilance. The National Health and Health Commission has always emphasized that early in the morning, community prevention and control must be precise and not lax. On the one hand, the cases in the East and West Lake area exposed our problems, reminding everyone that the virus is still on, and do n’t take it lightly; on the other hand, we can also see that our emergency combat capabilities have improved now. As we proceed, we must resolutely implement and operate this mechanism.

  Looking to the future

Virus may not be able to "zero" to fight "technology warfare"

Beiqing Daily: In addition to Hubei, there are now some places in China where there are clusters of epidemic outbreaks, which makes everyone worry about the outbreak again. When will this new coronary pneumonia epidemic end?

Wu Hao: When I was in Wuhan, many reporters asked me when was the turning point. I think that when the people have scientific health literacy, various preventive measures are deeply rooted in the hearts of the people, and professionals can achieve early reporting, early detection, early isolation, and early treatment, this time the inflection point comes.

We must realize that the virus must exist for a long time and may not be able to "zero". In order to pursue "zero" and shut down the entire society, the resulting secondary disasters will also be great. After the occurrence of sporadic cases, how to achieve one case of extinguishment and not to cause it to cause a clustered and diffused community transmission is something we will consider in the future.

To overcome the virus, it can be because the high infection rate of the population has allowed everyone to establish passive immunization. This method is too costly. Then we must establish active immunization, which requires a "technical war." Now that everyone maintains a social distance, they are actually using "time for space", waiting for the successful development of vaccines and more rapid and convenient detection methods, so as to return to the new normal as soon as possible, and then orderly live, and reduce various prevention and control measures to lowest.

Beiqing Daily: What kind of changes do you think the epidemic has brought to everyone's life?

Wu Hao: In terms of life, in order to prevent and control during the epidemic, some good lifestyles and behaviors have been popularized, such as indoor window ventilation, wearing masks in public places, promoting one-meter noodles, graded hospital visits, appointments, etc. . At present, the virus has not solidified these good habits of people. Now we are talking about entering the normalization of epidemic prevention and control, and going into the "new normalization" in the future, which means that these living habits are solidified.

Conceptually, through the epidemic, we are also thinking about how people and nature get along. In terms of system, many people are also reflecting on the inadequacy of the public health system.

Beiqing Daily: The community is an important line of defense for the prevention and control of the epidemic. What are your suggestions for the improvement of community medical institutions?

Wu Hao: I submitted a proposal to the National Committee of the Chinese People's Political Consultative Conference on January 28 to encourage competent community medical institutions to set up fever clinics to facilitate screening by the public. During the flu season, the vast majority are common colds and fevers rather than infectious diseases. Especially for children, if it can be solved in the primary medical institutions, it can also reduce the crowding and gathering of children's hospitals, greatly reducing the chance of ordinary patients blindly getting infected in specialized medical institutions.
