DRC: Minister of Professional Training John Ntumba loses immunity

The National Assembly lifted the parliamentary immunity of John Ntumba and thus authorized the justice to continue the judicial information against the Minister of Professional Training, accused of embezzlement of public funds related to the case of the management of funds of " 100 days program ”.

Information gathered by the public prosecutor's office from the Kinshasa-Matete Court of Appeal reveals that John Ntumba, then a member of the monitoring committee for the " 100 days program ", allegedly received from José Ngunda Mulumbu, chief accountant at the Presidency of the Republic, on July 18, 2019, a sum of more than $ 1.3 million intended for the Monitoring Committee of the said program.
And, according to the indictment of the Attorney General, the destination given to this sum remains to be determined. For the prosecutor, these facts can constitute the offense of embezzlement of public funds.
National Assembly favors prosecution
For its part, the Political, Administrative and Legal Commission of the National Assembly had shown itself to be largely in favor of authorizing proceedings against the Minister by accepting the waiver of its parliamentary immunity.
At this stage, he will be able to fulfill his functions as minister. John Ntumba is a member of the Union for the Congolese Nation (UNC), the party of Vital Kamerhe, director of cabinet of Félix Tshisekedi, also sued by the justice within the framework of the management of the funds of the emergency program.
