According to Interfax, amendments are made to Law 67-ФЗ “On Basic Guarantees of Voting Rights and the Right to Participate in the Referendum of Russian Citizens”.

So, the bill introduces the concept of “remote electronic voting” (voting without using a ballot paper-based, using special software).

On May 13, the State Duma was amended on the possibility of voting remotely in elections and referenda in Russia. The amendments were proposed by a group of deputies headed by Olga Savastyanova (“United Russia”), chairman of the control and regulation committee. The deputies proposed to establish at the federal level "the ability to conduct remote electronic voting in Russia, as well as voting by mail."

Cases and voting procedures will be established by the CEC.
