"We will announce two competitions for the secondary school, between extraordinary and ordinary, for almost 50 thousand places. Another 17,000 are those of the ordinary competition for childhood and primary. In the coming months, therefore, we will announce almost 70,000 places in the school". This was announced by the Minister of Education Marco Bussetti at the end of the meeting with the school unions. Extraordinary measures are foreseen for the recruitment of historical precarious workers. The agreement was closed within one of the thematic tables activated following the agreement signed on 24 April at Palazzo Chigi in the presence of the Prime Minister Giuseppe Conte and Bussetti.

"The agreement reached today - comments Bussetti - is the result of the serious work we have conducted in recent weeks with the trade unions. A frank comparison that will lead to the drafting of a regulation through which we will put in place extraordinary measures to protect the precarious historians and at the same time, we will start a new season of ordinary competitions for those who want to teach in secondary school. This government is showing great attention towards the education sector. Today's agreement is further proof of this. We define a path that allows us to give a concrete response to the precariousness which has now reached exponential levels which risk jeopardizing the functioning of the system, precisely because in recent years serious planning and adequate interventions have been lacking ".

In particular, for teachers who have already worked for at least three years in the school, both state and equal, paths ( Pas ) will be provided, which will be activated in a tight circle and which will allow to obtain the qualification to teaching, useful, inter alia, to access the annual substitutes from the second-tier rankings and to teach in parity. The Pas will also have access to tenured professors and research doctors, among others.

At the same time, an extraordinary and enabling competition will be launched , for over 24,000 places, for those who have already completed three years of teaching in the state school, one of which is specific to the class of competition for which they intend to compete. The final ranking will be determined by ensuring a pre-eminent importance to the qualifications, as well as based on the score attributed to a written test, to be carried out on the computer, for which a minimum score threshold will be provided, as well as a non-selective oral test. law in the agreement signed. A further 24,000 places will then be used for an ordinary competition for graduates who meet the requirements of the current regulations, including 24 training credits in the anthropo-psycho-pedagogical field and teaching methodologies and technologies. The tables will now continue to address, among other things, issues related to ATA staff.

Unions "satisfied with precarious negotiation outcome"
"The negotiation with the government on the recruitment of precarious workers and access to a special qualifying path ended positively" the school unions say satisfied: for the Flc Cgil Francesco Sinopoli, for the Cisl Fsur Maddalena Gissi, for the Uil Scuola Rua Giuseppe Turi, for the Snals Confsal Elvira Serafini and for the Unams Guild Rino Di Meglio.

"The agreement provides for a confidential and simplified procedure that gives access to 50% of the places available for the ordinary competition and a special enabling path without selection at the entrance. The PAS will be open to all teachers with three years of service in state schools, equal and vocational education and training courses limited to the compulsory schooling activated by and no later than 2019; divided into several annual cycles; open also to the participation of permanent staff and research doctors. The procedure of the extraordinary competition aimed at stabilization provides for access to teachers with three years of service in the state school matured in the last 8 years; the requirement to have carried out at least 1 year of service in the specific competition class for which you are competing; the enhancement of the service provided; a computer written test based; a non-selective oral test. The procedure will grant all the winners the qualification.

" This is an important solution with respect to the theme of the reiteration of fixed-term contracts in the state school - the unionists conclude - which responds to the requests and expectations of the staff of which the union organizations have interpreted ". The trade unions therefore express "satisfaction with the outcome of the negotiation, which ended with a positive mediation that managed to keep the interests of the workers involved together with the functioning needs of the school".
