In his appeal, the legislator recalled that the government decided to launch a soft loan program at a rate of 6.5% for the purchase of apartments in new buildings.

However, as noted by Fedorov, in many settlements where citizens also need to improve their living conditions, the necessary volumes of new housing construction are not available.

“In this regard, I ask you to consider the possibility of extending the program of preferential mortgages of 6.5% to the secondary housing market,” the appeal says.

He added that it would be possible to use the preferential rate on the secondary in all settlements, with the exception of three cities of federal significance and other cities in which, in accordance with the criteria and plans of the Ministry of Construction, as well as with the provisions of the national project “Housing and Urban Environment” volumes of new buildings.

Earlier, the Russian government approved a program of preferential mortgages at a rate of 6.5% per annum.

According to innovations, before November 1, 2020, when buying new housing, Russians should be provided with mortgages at a specified rate of up to 3 million rubles, and in Moscow, Moscow Region, St. Petersburg and the Leningrad Region - up to 8 million rubles.
