  • The city of Paris will present a plan to support the economy "which represents a financial commitment of nearly 200 million euros".
  • Right-wing elected officials criticize a plan that is not "up to the task". On the far left, we intend to defend families and tenants in Paris.
  • This debate on the recovery plan for the Parisian economy, which should crystallize tensions, will also take place against the backdrop of unfinished municipal elections.

A very special session. This Monday opens a Paris Council, which will of course respect the barrier gestures, but which will also be very shortened. During this sequence, a deliberation submitted to the vote should be widely debated: The economic recovery plan of the capital. The executive wants to put on the table 200 million euros for businesses, economic actors, traders, including reductions in taxes, charges or rents. Associations, cultural and tourism circles will also be affected by this battle plan.

"In order to maintain the diversity and the richness of the economic fabric, to support the resumption of activity and to limit the effects of the crisis, faced with the risk of closings of activity and increase in job seekers, the city de Paris is launching a global and ambitious support plan which represents a financial commitment of almost 200 million euros, ”notes the City Hall. In all, the bill linked to the Covid-19 epidemic could rise in the capital to nearly 600 million euros with a loss of activity estimated at -37.5%, we are told. But the aid plan put forward on Monday by the Parisian executive is already denounced by many opponents of the mayor of Paris, Anne Hidalgo.

Not "up to the situation"

“The agenda of this Council sparked intense debates with the mayor of Paris, who would have liked to limit its ambition to the adoption of a few ordinary grants. The elected representatives of the LRI group [Les Républicains et Indépendants] hoped that this Paris Council would be an opportunity to adopt an exceptional and comprehensive support and recovery plan, worthy of the human, economic and social trauma suffered by Parisians and Paris ”, attack the elected representatives represented by their leader, Marie-Claire Carrère-Gée.

According to them, this Paris Council "is unfortunately not an opportunity to adopt an exceptional general economic and social recovery strategy, concerted, detailed, operational and endowed with budgetary and material means commensurate with the situation". In their wish, which 20 Minutes was able to consult, they wish in particular the exemption of the rents of the commercial premises managed by the social landlords of the City for the months of resumption of activity (from May-June until September inclusive) and those who have suffered an operating loss due to confinement (period from March 17-May 11 and until the end of September), or the exemption from late payment penalties for companies under contract with the City during the period containment. However, the right-wing elected officials do not put forward any figures for their plan, which according to them must be implemented "within ten days".

The candidate of Agnès Buzyn (LREM), in the 18th arrondissement, Pierre-Yves Bournazel (100% Paris group), for his part, wants a "more proactive" plan with, for example, "Sunday opening of voluntary businesses". The executive should nonetheless obtain the support of environmentalists to pass on its plan. But in other ranks of the left, voices are also raised.

The second round of municipal elections as a backdrop?

“Only one new deliberation linked to the Covid-19 crisis is presented to us, concerning the support plan for economic, associative and cultural actors. No measure is subject to a vote to respond to the social crisis suffered by families, "deplores Danielle Simonnet (LFI), who intends to defend Parisian tenants on Monday, with" the immediate establishment of a moratorium of 6 months on rents, the exemption of rents for people who have lost all income and reduction corresponding to the loss of income for others. ", She adds.

But this debate on the recovery plan for the Parisian economy, which should crystallize tensions, will take place against the backdrop of unfinished municipal elections. Last March, in the first round, Anne Hidalgo obtained 29.33% of the vote, followed by Rachida Dati with 22.72%. While the second round is still pending, Anne Hidalgo and 35 mayors from other cities in France have signed a column published in the Journal du Dimanche , to request the holding of the second round in June. A subject that could also invite itself in the discussions on the benches of the council of Paris.
