Actively develop multimodal transport and accelerate the construction of railways, highways, ports and parks. Improve the layout of key development and opening pilot zones, border economic cooperation zones, and cross-border economic cooperation zones along the border, and support innovation in cross-border finance, cross-border tourism, customs enforcement cooperation, and entry and exit management of personnel. Solidly promote the construction of border tourism pilot zone, cross-border tourism cooperation zone, agricultural open cooperation trial zone and so on.
