The Generalitat of Catalonia will finally ask the Government for a letter of unconfinement for Barcelona and its belt, an intermediate formula between Phase 0 and Phase 1.

The Government will demand that the Ministry of Health allow certain activities in the Catalan capital and its adjacent towns not foreseen in Phase 0 such as: opening shops without an appointment, allowing the opening of libraries for the loan of books, authorizing the opening of museums and the activities of worship to a third of its capacity or to make the presence of relatives in the wake more flexible . The Generalitat does not claim to allow mobility between municipalities or the opening of terraces for restaurants and bars.

The request for this "expanded phase zero" comes after the Government announced on Wednesday that it would ask Health to go to phase 1 of the unconfinement on the 18th of all of Catalonia except for its capital and its metropolitan area.

If the Government accepts the proposal of the Generalitat, 66% of Catalans, more than 3.3 million people, would not go to Phase 1 next Monday. Hence, the Catalan Executive has rectified and now requests to allow certain improper activities of Phase 0 in the Catalan capital.

The Catalan Executive will also formally request the Government the mandatory use of masks in all public spaces.
