Several observers agree that article 95 of the preliminary draft of the new Algerian Constitution is the most important of the proposed amendments. It stipulates that “  the head of state decides to send the troops abroad after approval by a two-thirds majority by the Parliament.  "

For many Algerians, this article 95 proposal marks a change in military doctrine. Akram Kharief, specialist in military matters and host of the Menadefensa blog, finds "  this decision totally inappropriate. Algerians are very concerned about the urgency of such a decision during this transition period.  "

As for the strategic expert Ismaïl Mearaf, he considers that "  Algeria is thus putting itself at the service of the United States to go to Libya or even to Yemen  ". According to him, the poorly elected president "  needs foreign support to acquire the legality that the Algerian people have not granted him.  "

Other experts say that President Tebboune's Algeria is moving towards a new approach to participate in international projects. She "wants to reclaim a position she had lost" during the last years of the Bouteflika era.
