In the Voronezh region, an 11-year-old orphaned in a foster home, became pregnant by her stepbrother. This became known in April, after a family trip to Voronezh for a scheduled examination with a doctor. It turned out that the girl at that time was already in the 15th week. It is no longer possible to have an abortion for such a long time.
The prosecutor's office of the Voronezh region believes that the reason for the excessive rapprochement of adolescents in the foster family was the lack of the necessary conditions for their residence in the guardian's house. It turned out that 11 children lived in a private house with an area of only 80 sq.m. According to the supervisory authority, all the wards lacked even beds - some children slept in two.
Adolescents who find themselves in the midst of a scandal are not blood relatives. The local prosecutor's office told reporters that both the pregnant schoolgirl and her half-brother, who became the father of the child, had a very difficult childhood - they grew up in troubled families, and their real parents were deprived of parental rights.
Due to the scandal with child pregnancy, an official from the department of custody and guardianship, who visited the foster family, was brought to justice. The regional office of the Investigative Committee concluded that she had falsified the acts of inspections and did not declare improper conditions in the guardian's house.
A criminal case of negligence and official forgery was instituted against a guardianship employee.
Now the pregnant girl remains with her foster mother, however, some of the children from the family were still taken away, said RT Bychutkin, the head of the administration of the Yacheysky rural settlement where the family lives.
“Some of the children, including the very boy who is supposedly the father of the child, were transferred to another family or to a boarding school,” Bychutkin said. “They even go to different schools with this girl.” And the pregnant girl herself remained with her adoptive mother - she looks after her, they go to the hospital together, provide the girl with all the care. From the administration’s side, we’ll definitely help this family, we just won’t leave it. ”
The head of the village administration also noted that officials from the department of guardianship and guardianship of the Ertil district administration of the Voronezh region are engaged in the transfer of orphans to foster families - the village administration does not have such authority. At the same time, according to him, the adoptive mother is well known in the Cell: the woman has always been in good standing and has previously successfully raised several orphans.
“She is a former employee of the administration of the village council, worked as an accountant,” says the source. - She never was married, and then decided to take foster children. At first she took three children, then one more, then more. Some of them have already grown, left her. Then she took these children already, there were many of them - it turned out that they were looking for a house for brothers and sisters, and according to the law they should not be separated. ”
The situation with a pregnant schoolgirl in the village of Yacheyka, Voronezh Region, has already been taken under control by the Commissioner for Children's Rights, Anna Kuznetsova - she told RT that she is in touch with the children's ombudsman in the Voronezh region. The Office of the Ombudsman for Children also sent the necessary requests to the prosecutor's office, the Investigative Committee and the Department of Education, Science and Youth Policy of the region.
“In the near future, after studying the answers of departments, the situation will be more clear. But now a criminal case has been opened against an employee of the guardianship and trusteeship bodies, ”Kuznetsova confirmed.
As the Ombudsman emphasized, it is now important to make sure that the children “after everything that has happened, are created conditions for a comfortable stay in this foster family”.
Kuznetsova clarified that, in addition to the pregnant girl, seven more wards still remain in the family. The 14-year-old father of the unborn child, as well as his own sister and brother, were placed in the social rehabilitation center at the request of the adoptive mother.
“This may indicate that the family at some point did not cope with the difficulties in educating adolescents with the connivance of authorized departments. Now the Investigative Committee and the prosecutor’s office are connected to this case, violations of the work of guardianship authorities have already been identified, but at the moment the question of the fate of the children, the organization of professional assistance and accompaniment, finding ways to harmonize the situation taking into account all circumstances care for the unborn child.
