“Could not handle this volume of appeals”: ​​Putin criticized the work of the public services portal after introducing payments for children

Russian President Vladimir Putin criticized the work of the public services site.

“Over a million applications for the government services portal have been received from people who expect to receive lump sum assistance in the amount of 10 thousand rubles for each child in the family up to and including 15 years of age. And the government services portal did not cope with this volume of calls, ”Putin said at a meeting to support the aviation industry and air transportation.

The President noted that the Ministry of Communications has set up the site, but called for "paying attention to this, as well as other issues of this kind."

Earlier, a special service began to work on the state services portal, with which you can apply for a one-time payment of 10 thousand rubles for children aged three to 16 years.

The Ministry of Communications said that the service was launched as soon as possible after Vladimir Putin signed a decree on additional payments to families with children.

Funds can be received for each child of a suitable age who has Russian citizenship. However, he should not be 16 years old until July 1 of the current year.

As the president noted, in total, such support will cover 22 million Russian children. Putin said that this payment does not cancel, but supplements the previously introduced support measures for families with children.

In addition, recently, on the government services portal, you can apply for a monthly additional payment of 5 thousand rubles for children under three years of age. This support measure is valid from April to June, and the application can also be submitted until October 1.

It is important to note that if the president previously instructed the government to make payments to families entitled to maternity capital, in his speech last Monday, Vladimir Putin noted that there are many families in the country who do not have this right. There are families where the child was born before January 1 of the current year, that is, until the date on which the new procedure for the provision of maternal capital was introduced, including for the first child, the head of state explained.

“In this regard, I also propose to establish a monthly payment of 5 thousand rubles for such families. And not only in May and June, but also in April, that is, also retroactively. Thus, payments of 5 thousand rubles per child per month can now be received by all Russian families with children under the age of three, ”Putin said.

Recall, on May 11, the president, in an appeal to the population, announced measures to support citizens and the economy. The anti-crisis package announced by the head of state became the third in a row during the pandemic.

Earlier, Vladimir Putin instructed the government to also make payments to families whose per capita income per month does not exceed one living wage established in the region. So, for each child aged three to seven years, they are entitled to receive half of the regional subsistence minimum for children. 

Benefits will not be available in July, as previously planned, but in June 2020. By this time, the corresponding service will appear on the public services portal.

Earlier, on April 8, the president proposed not to take into account when calculating the average per capita income payments at the previous place of work, if parents lost it. This has increased the number of families who can receive this benefit.

The President also said that the childcare allowance for non-working parents will be doubled - the minimum amount of childcare allowance from 3375 rubles will be increased to 6751 rubles.

Parents who find themselves unemployed will be able to receive, in addition to other payments, 3 thousand rubles for each minor child. To do this, you must register at the employment center from April 1 to June 30, 2020 and submit the appropriate application on the state portal.

Until the end of 2020, the maximum amount of payments for unemployed citizens has been increased from 8,000 to 12,130 rubles per month. The amount of benefits in each case will be calculated depending on the reasons for dismissal, length of service, average earnings at the previous place of work. However, if the unemployed is entitled to a maximum payout amount, now it will become larger. 

Those who quit and have been officially recognized as unemployed since March 1, 2020 will receive the maximum allowance regardless of their income at the last job.

Also, within the framework of the anti-crisis package, a moratorium was introduced on charging penalties for communal debts. From April 1 to December 31, 2020 it is forbidden to charge a penalty for the amount of debt for utility bills, overhaul fees, and garbage collection fees. 

In addition, it was announced that starting June 1, a special loan program will be launched to pay salaries to employees in support of the labor market: if the company maintains employment at 90%, all credit and interest under the new program will be written off. The rate on new loans to support employment will be 2%.

Putin instructed to completely write off taxes and insurance contributions from the small and medium-sized businesses affected by the pandemic for the II quarter. According to the president, 1.5 million organizations will be able to count on this measure, and the tax for 2019 will be returned to the self-employed.
