Pablo Casado believes that the Government has been guided by "partisan" criteria to decide which areas passed to Phase 1 of the de-escalation. And that, in addition, it has been executed in a "chaotic" manner. But he has reached out to the government to reach a health state pact, within the framework of the parliamentary commission on the coronavirus crisis.

There is a "partisan discrimination", in his opinion, when it matters "who asks for it", and not only the technical criteria. In this way, Casado has complained that Madrid and two provinces of Andalusia have not passed the phase, while other autonomies have even had privileged treatment, as is the case of the Basque Country, which the Government even allowed mobility between the three provinces of autonomy.

"The criteria must be public and objective, regardless of the political color of who governs each autonomous administration," he insisted. "I am not saying it, it has been said by a socialist autonomous president like Ximo Puig, who does not understand why the Valencian Community, better meeting the requirements of the Basque Country, has not left" Phase 0.

In the health chapter, he has proposed that the reconstruction commission, in which Ana Pastor will be spokesperson for the PP, "aims to reach a state pact for health" that has sufficient funding, centralization of research and empower the basic national industry for protective material.

This would be called the "Plan Cajal", in memory of the Spanish Nobel Prize for Medicine. To do this, a National Agency for Public Health and Quality of Care would be created that has a unit for monitoring pandemics and that has a representative from each region.

Casado has emphasized that the way out of confinement is using ordinary legislation, after the state of alarm has waned. For example, with the General Law of Public Health.
