The total number of registered cases of coronavirus in the country reached 232,243, 2,116 patients died, 43,512 recovered and were discharged.

According to Johns Hopkins University, the Russian Federation came in second after the United States in the number of cases detected.

The leaders in the number of confirmed cases of COVID-19 are Moscow - 121 301, Moscow Region - 22 700, St. Petersburg - 8050, Nizhny Novgorod Region - 5087, and the Republic of Dagestan - 2888.

In Russia, more than 5.8 million tests for the detection of coronavirus infection were carried out, the Rospotrebnadzor reported. 251 thousand people are under medical supervision due to suspected COVID-19.

In turn, the Russian Emergencies Ministry experts recalled how to properly wear a mask. 

“The mask should be carefully fixed, tightly covering the mouth and nose, leaving no gaps,” the message said on the agency’s website.

Experts also advised not to touch the surface of the mask when removing it, and if you touch it, wash your hands thoroughly. They also recalled the inadmissibility of reusing a disposable mask.

The Ministry of Emergency Situations also reported that the department’s specialists disinfected about 3 thousand social service facilities with a total area of ​​about 1.5 million square meters. m, it was also processed more than 16.1 thousand buildings of transport infrastructure.

The authorities of several Russian regions have decided to extend the regime of self-isolation. So, in Kalmykia restrictions will be valid until May 24, and in Chukotka - until May 31.

The head of Tuva, Sholban Kara-ool, also said that he had decided to extend the regime of self-isolation in the region until the end of May. At the same time, he ordered the government to regulate the issue of “some mitigations”.

In the Murmansk region, from Tuesday, May 12, the self-isolation regime ceases to be mandatory for everyone except citizens over 65 and people with chronic diseases, but it will become mandatory to wear a mask on the street, in transport, at work and in public places.

Meanwhile, the Sakhalin authorities said that entry into the region from May 14 would be possible only with a digital pass.

“It was decided to restrict entry to the Sakhalin region and introduce digital passes,” said the head of the region, Valery Limarenko.

In addition, the speaker of the Chechen parliament, Magomed Daudov, said that all restrictions imposed in the region would be in force until the republic’s authorities announced a decision related to the self-isolation regime. He added that the head of the republic instructed to develop a plan for a phased exit from self-isolation based on the recommendations of the Ministry of Health and Rospotrebnadzor.

Vladimir Putin also announced new measures to deal with the consequences of the epidemic and support the economy. Among them are additional payments to families with children and an increase in the amount of childcare benefits, write-offs of small and medium-sized businesses to tax payments for the second quarter of 2020, and the launch of a new loan program to support employment.

“The measures that I have proposed now to support citizens, the social sphere as a whole, and to support the economy are absolutely unprecedented, ambitious. I think that probably, in recent history, the state has never allocated such resources to support our people and individual sectors of the economy. I do not remember this. Even in the difficult years of 2008-2009, during the years of global financial and economic crises, ”the head of state stated.

However, during the meeting, Deputy Prime Minister Tatyana Golikova said that in Russia there is a tendency to slow down the growth rate of the number of detected cases of coronavirus infection. According to her, as of May 11, this figure is 5.6%, but in a number of regions the pace is still high.

“Having entered the process in the second half of March, and this process began with the importation of infection from the territory of European countries, in Russia there is now a tendency towards a decrease in growth rates. This decrease was 4.9 times over the past period, ”she said.

However, the Deputy Prime Minister said that at present 22 regions could begin to mitigate the restrictive measures introduced because of the coronavirus if they had “50% of the free bed fund and the coverage of testing at least 70 per 100 thousand people ".

Moreover, 11 of these constituent entities of the Russian Federation, in her opinion, could already reach the second stage of lifting restrictions.

“Despite the fact that we all really want to quickly exit the regime of self-isolation, we really want to return to the usual, traditional for us rhythm of life, I still want to draw attention to the fact that compliance with certain restrictions, compliance with the requirements of sanitary and epidemiological measures and sanitary doctors of the constituent entities of the Russian Federation will be an absolute guarantee for us that we can bring the way out of these restrictions together, ”stated Golikova.

In turn, the head of the working group of the State Council of the Russian Federation on countering the spread of coronavirus, Moscow Mayor Sergei Sobyanin indicated that the likelihood of further spread of the infection will remain for a long time to come. He also named five conditions of normal life and work of the economy - the responsibility of employers to the safety of employees, a “new culture” of citizen behavior, strict enforcement of quarantine measures by patients, mass testing and early detection of COVID-19, and the constant availability of health systems throughout the country .

In addition, he asked the president to instruct the Cabinet to assist a number of regions that are losing revenue due to coronavirus.

“You called a number of measures, they are very important, effective and necessary. A part of these measures will be implemented at the expense of the budgets of the constituent entities of the Russian Federation; there is a part of the constituent entities that can easily cope with this loss of income (highly profitable entities, including Moscow). But there are a number of regions in which today is a difficult budget situation. I would ask the government’s instructions to once again look at what budgetary expenditures the new measures will bring in order to possibly partially compensate the constituent entities of the Russian Federation for these lost revenues, ”Sobyanin said.
