• Politics. The PSC offers the CUP to take turns the Mayor's Office of Badalona to prevent the PP from governing

The reissue of the pact against the PP seemed made in Badalona but it was cut short at the last moment. The popular Xavier García Albiol is again mayor of the fourth city of Catalonia after the former sovereignist mayor Dolors Sabater (Guanyem Badalona, linked to the CUP) has not sealed the agreement that the PSC had extended to him to take turns with the Socialist Rubén Guijarro for 18 months each at the head of the Town Hall.

After the PSC lifted the veto on the former mayor 24 hours after the inauguration, Sabater wanted to modify the offer that the Socialists demanded that he sign. The formation of the sovereignist discussed organizational aspects of the multiparty five forces that should emerge from the pact and demanded that its leader - second in the 2019 municipal elections - remain two years at the head of the Mayor's Office and Guijarro occupy it for 12 months.

The PSC has not given in the deadlines that it imposed yesterday to compromise, accepting again the leader who supported in 2015 to overthrow Albiol and expelled with a motion of censure that socialists and PP promoted three years later. ERC, the commons and JxCat did agree to the requirements of the socialists.

The positions have not been reconciled during the unknown hours that preceded the mayor's election, which was already resolved against the clock after the 2019 municipal elections, in which the popular ones won for the third consecutive time. Faced with the disagreement, Sabater and Guijarro have presented their respective candidates in the plenary session of the investiture. Neither of them has added the absolute majority of the votes they needed to be chosen.

The lack of consensus has caused Albiol to regain command in a session in which the unknown has been delayed until the end and which has not been held in the City Hall, but in a convention center conditioned for councilmen to comply with security distances. against the coronavirus. The PSC, the commons and the ERC have accused Sabater of disrupting the entente by being adamant trying to extend his stay in the Mayor's Office for six more months than those offered and have blamed her for the return of the popular ones.

The former leader of the Catalan PP takes command five years after the sovereignist formations and the PSC joined forces to separate him. The return of the popular to the head of the most relevant City Council that it has controlled in Catalonia was unlikely three weeks ago, when the Mayor's office was vacated when the former head, the socialist Álex Pastor, resigned, arrested for assaulting the policemen who stopped him driving drunk.

Negotiations to resume the boycott of the PP were stalled until yesterday they were reactivated with the offer of the Socialists to alternate with Sabater. Albiol's rivals have had in hand to extend the sanitary cord that they have tended to him since 2015, but the discrepancies and mutual mistrust between Guanyem and the PSC have prevailed more this time than the common aversion they feel for who is again mayor.

The popular wore out in the Parliament in the boom of the process and piloted the PP to its worst results in Catalonia. However, he has managed to make his personalist label endure in Badalona, where he has often relegated the acronyms of the popular ones. He became mayor for the first time in 2011, after more than 20 years in the opposition. He was famous for the controversies he starred in for his severe doctrine around crime and immigrant groups. Despite the controversy that has often surrounded him, Albiol has not lost followers in Badalona.

The mayor will exercise minority command. For now, he does not consider offering portfolios in his government to the socialists, who affirm that they would not accept them. Albiol does open up to agreeing measures with the opposition to face the coronavirus crisis in the city. Badalona is home to some of the neighborhoods with the lowest per capita income in Catalonia, 2,177 residents lost their jobs between January and April and 13,580 workers have fallen into temporary regulatory files as a result of the Covid-19 shake.
