Europe 1 was able to consult the opinion given by the Scientific Council on the installation of the municipal councils elected during the first ballot, on March 15.

Edouard Philippe wanted to go fast. On May 4, the Prime Minister asked "as soon as possible" for a report to the Scientific Council on the installation of municipal councils in the 30,000 municipalities who elected him on March 17, two days after the first round municipal elections.

In this opinion, submitted to the government on May 8, and which Europe 1 was able to obtain, the Scientific Council "considers that the installation of the new municipal councils elected in the first round belongs to the national authorities". However, scientists recommend very strict health guidelines for coronavirus.

Each municipal councilor must have, in a closed place, at least four square meters to allow physical distance. In addition, the Scientific Council also calls for the limitation of the number of people present: the meeting must be held behind closed doors, the quorum may be lowered, the municipal councilors considered to be at risk may use a proxy. To prevent elected officials from sitting too long, scientists also recommend a meeting whose agenda will be limited to the installation of the municipal council.

During the vote, the councilors, who will have to wear a mask, are invited to use their own pen. Finally, only one person should be in charge of handling the ballots during the count. Another can help him, by counting, without touching the ballots.

Sparsely populated municipalities

30,139 municipal councils were elected in France on March 17, or 431,739 elected. Adding to it the municipal councils elected by more than two thirds, this represents 32,588 municipalities for 455,561 elected.

Among the 32,588 elected municipal councils, 79% belong to municipal councils comprising less than 20 elected representatives and 95% to councils comprising less than 30 elected representatives. Only 34 elected municipal councils have more than 50 members.
