The progressive deconfinement of France takes place from Monday. No more travel certificate to complete before going shopping or walking your dog. However, there is no question of taking this deconfinement for an authorization to move in all directions. The French must comply with four new travel rules which come into force on Monday, all liable to a fine of 135 euros if they are not respected.
1. Wearing a mandatory mask in public transport
It is now compulsory for passengers from 11 years old to wear a mask in public transport such as train, tram, bus, metro, RER but also in stations. Failure to comply with this instruction will result in verbalization from Monday. The social distance of one meter must also be respected in public transport. The use of bicycles and "sustainable mobility" is strongly encouraged.

2. Certificate in public transport in Île-de-France during rush hour
In Île-de-France, classified "red" on the final deconfinement map presented on Thursday by Édouard Philippe and Olivier Véran, access to buses, tram, metro and RER, during peak hours (6:30 am to 9:30 am and 4 pm at 7 p.m.), is reserved for people with a certificate from their employer or with a compelling reason to travel. Valérie Pécresse clarified that there will be "a tolerance Monday and Tuesday", but that offenders will be punished from Wednesday.
The employer certificate, available on the website of the Ministry of the Interior and on that of the Île-de-France prefecture, must be produced and distributed by the company to each of its employees. The employer must specify the arrival and departure times of his employee and renew the document every week.
3. Access to trains: compulsory reservation and coupons for certain trains
Regarding access to trains, it is imperative to have a reservation before boarding a train. In addition, train occupancy is capped at 50% of seats. According to Elisabeth Borne, TGV and Intercity traffic should be "20 to 30%" the week of May 11 and "maximum 40% at the end of May".

Access to certain trains, which are very popular, in the Occitanie, Hauts-de-France, Center-Loire Valley, Normandy and Bourgogne-Franche-Comté regions, is also regulated from Monday. For this, the SNCF requires travelers to provide themselves with an access coupon in addition to their ticket. The coupon can be obtained free of charge in the three days preceding your trip on the TER site in your region or on the SNCF assistant site. The coupon is not available at the station, so you must print it before arriving at the station.
4. Compulsory attestation to travel more than 100 km from your home outside your department
Everywhere in France, whether in an area classified as "green" or "red", it is not possible to travel more than 100 km as the crow flies from your home outside your department of origin unless a preliminary certificate, available on the website of the Ministry of the Interior, is completed beforehand. Traveling more than 100 kilometers within his department of residence remains permitted, however.

The reasons accepted relate to two scenarios: business trips or compelling family reasons such as a funeral or assistance to a vulnerable person. Going to see family at the other end of France just because we haven't seen her for months will not be accepted as a compelling family reason.
Christophe Castaner warned Thursday that "controls will be organized in stations, terminals or on certain sections of motorways and high traffic roads. They may also be on arrival of tourist destinations".
