  Article 1 Extension of State Emergency

  From 0:00 on May 11, 2020, the national emergency was extended for 15 days to 23:59 on May 25, 2020.

  Article 8 Interprovincial Transportation (Outside Luanda)

  1. People can sell and purchase materials and services across provinces.

  2. People are not allowed to conduct non-essential activities such as entertainment or visiting relatives and friends across the province. The police will punish those who commit relevant violations.

  Article 9 Luanda sanitary blockade

  1. On the premise of not violating Article 8 of this Decree, Luanda Province implements the sanitary blockade policy, and the public shall not enter or leave Luanda Province.

  2. In the case of not violating the previous item, you can enter and leave Luanda Province under the following urgent and necessary circumstances:

  a) Provide necessary materials and services;

  b) Provide humanitarian assistance;

  c) Patient access.

  3. Those who violate the relevant regulations of Luanda ’s sanitary blockade constitute a crime of disobedience and will be held criminally responsible.

  4. Without prejudice to the provisions of paragraph 2 of this article, the police shall take effective measures to prohibit the movement of people between Luanda and other provinces.

  Article 10 Isolation and mandatory testing

  1. The following groups are subject to mandatory centralized isolation:

  a) Those at risk of infection;

  b) For foreign entry personnel, except those confirmed by the health department for home isolation.

  2. People who have been monitored by the government can be isolated at home.

  3. Those who violate the requirements of home isolation will be sent to the centralized isolation point. If resistance occurs during the transfer, the relevant department has the right to enter the isolation home.

  Article 17 Protection of Labor Legal Relations

  3. It is forbidden to terminate labor legal relations during a state of emergency.

  Article 20 Sports competitions and training

  1. Prohibit all sports competitions and training, and close formal and informal competition venues.

  2. On the premise of not violating the previous clause and complying with the provisions of this article, personal sports and leisure activities are allowed in open spaces.

  3. When performing personal sports activities in the previous clause, you must abide by the social distance and the following time regulations:

  a) Monday to Friday: 5: 00-6: 30 am, 17: 30-19: 00 pm;

  b) Weekends: 5:00 to 19:00.

  4. On working days, citizens can only carry out the personal sports mentioned in the preceding paragraph within a radius of 2 km from their residence.

  Article 21 Trade and Services

  1. The business hours of the commerce and service industry stipulate that the business hours are from 8:00 to 15:00, the actual number of employees shall not exceed 50% of the total staff, and a shift system must be implemented.

  2. Business institutions engaged in food sales stipulate that the business hours are from 8:00 to 16:00.

  3. The maximum number of people that can be accommodated in a commercial institution at the same time depends on whether each two-person room can maintain a distance of 2 meters.

  4. Commercial organizations must announce in their conspicuous position that they can accommodate the largest number of people at the same time.

  5. If the above regulations are violated, the relevant commercial institutions can be closed in accordance with the provisions of the Criminal Law, and the relevant management personnel who violate the relevant regulations constitute a crime of resistance and can be held criminally responsible.

  6. Close restaurants and similar venues, except for delivery services (ie takeaway and home delivery).

  7. Except for force majeure, it is forbidden to stop providing necessary services, and the relevant departments shall take necessary measures to ensure that relevant services are maintained.

  Article 22 Markets and mobile sales

  1. The prescribed business hours of the formal or informal public markets are from Tuesday to Saturday from 6:00 to 13:00, and regular goods and services transactions can be conducted.

  2. Both buyers and sellers must wear masks in the market.

  3. Without violating paragraph 1 of this article, various formal and informal markets may be closed upon the recommendation of the competent health authority when a high risk of infection is found.

  4. Mobile vendors are allowed to sell goods from 6:00 to 13:00 every Tuesday to Saturday. Buyers and sellers must abide by the prescribed minimum distance when trading.

  5. Monday and Sunday are prohibited from trading with mobile vendors on public roads.

  6. Those who violate the provisions of the preceding paragraph constitute a crime of disobedience and may be held criminally responsible.

  7. Mobile vendors must wear masks.

  8. Prohibit informal roadside markets that are prone to crowds.

  9. Market management agencies must create conditions to ensure that buyers and sellers effectively maintain the prescribed social distance.

  10. Local authorities must create conditions for environmental sanitation and market disinfection on a regular basis (especially on holidays).

  Article 35 Freight and Passenger Transport

  1. All kinds of state-owned and private public transport operations in cities and provinces are allowed, but their carrying capacity must not exceed 50% of the transport capacity.

  2. The operation time of urban public transportation is from 5:00 to 18:00.

  3. In case of violation of paragraphs 1 and 2 of this Article, the competent authority has the right to take measures such as detaining the vehicle and revoking the driver ’s license, etc., and may pursue the criminal responsibility of the person who does not obey the law enforcement according to the crime of defiance.

  4. Rail transportation is only open to freight.

  5. Prohibition of "Motorized" operations.

  6. In case of violation of the provisions of the preceding paragraph, the competent department has the right to seize motorcycles, and those who do not obey the law enforcement may be held criminally responsible for violations.

  Article 36 Obligation to produce work certificate

  1. According to this decree, those who need to go out due to work must bring work certificates and declaration documents indicating their scope of work during a state of emergency.

  2. The declaration document mentioned in the preceding paragraph shall be issued by the person's work unit.

  3. According to this Act, workers who have valid documents can continue to travel within a maximum of 3 hours after the end of the prescribed working hours.

  4. The employer shall be responsible for issuing the work certificates and declaration documents mentioned in paragraph 1 of this article.

  Article 37 Personal protection measures

  1. Citizens must wear masks under the following conditions, provided they do not conflict with other provisions of this regulation:

  a) in the market;

  b) In street sales;

  c) In the store.

  d) In closed spaces open to the public.

  e) When taking public transportation;

  2. Under the circumstances mentioned in the preceding paragraph, persons not wearing masks shall not enter relevant places or vehicles, and the responsible persons shall take all measures to prevent citizens from entering without wearing masks.

  3. Public and private institutions that maintain operations in accordance with the provisions of this Decree shall provide the basic conditions for personal protection for workers and follow the guidance of the health authorities, especially in terms of hygiene and biological safety.
